Remove the dispatch to the internal sync workflow - #32

The internal repository no longer mirrors the public plugins. It now references them directly with git-subdir marketplace entries, so there is nothing left for a push to main to notify. The INTERNAL_DISPATCH_TOKEN secret becomes unused and can be deleted. After merging
