Lock workflow dependencies with gh actions-lock - #169

Conversation
Pin every action that the workflows use, including the actions that composite actions use, in .github/workflows/actions.lock, and reference actions by their full release tags. A new lockfile workflow runs `gh actions-lock --verify` on pull requests that change a workflow. Also bump actions/checkout to v7.0.1, dart-lang/setup-dart to v1.8.1 and the pana-score action to pana-score-v1.3. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

This adopts workflow dependency lockfiles, which are in public preview.
.github/workflows/actions.lock, written bygh actions-lockv0.3.0, pins every action that the six workflows use to a commit. That includes the actions that the mobile-tools composite actions use (actions/checkout@v4,mikefarah/yq@master,softprops/action-gh-release@v2,subosito/flutter-action,actions/cache@v5andsetup-dartv1.7.2), which our SHA pins never covered.uses:lines name full release tags instead of commit SHAs with a version comment. The extension asks for tags, and GitHub's docs say that SHA pinning isn't needed once a workflow is locked. The CLAUDE.md rule on pinning says so now.pub-releaseto@v1, a mobile-tools tag that only happens to point at the same commit. I changed it to@pub-release-v1by hand.lockfileworkflow runsgh actions-lock --verifyon pull requests that change.github/workflows/, as the enforcement guide suggests. I left out the guide's second job, which regenerates the lockfile on push and commits it..gitattributesmarks the lockfile aslinguist-generated, so its diff is collapsed in pull requests. It also bumps every action to its latest release:
actions/checkoutto v7.0.1,dart-lang/setup-dartto v1.8.1 andpana-scoretopana-score-v1.3.pub-release-v1is already the latest. setup-dart 1.8.0 adds a problem matcher fordart analyze, so analyzer issues now show up as annotations. There is no changelog entry, because users of ciach don't see this change.
Left to do by hand: turning on the Require lockfile policy in the repository settings, and Dependabot for GitHub Actions, which GitHub recommends so that its version bumps also update the lockfile.
Testing
gh actions-lock --verifyprints "All 6 workflows valid" on this branch. Thelockfileworkflow runs on this pull request, because it changes.github/workflows/.🤖 Generated with Claude Code
