Follows up on #120 by dramatically simplifying the initial setup.
Initial setup installs Elan and creates a real
blankproject, which lets us remove lots of special-cased logic for the blank template.Initial setup also checks that the URL being used to visit the website is the same one in the configuration. (In dev mode it then stores that URL, overriding the default value that gets put there automatically, in production mode a mismatch triggers an error.)
