README goes from 575 to ~150 lines in GOV.UK style: what it does as of 5.4.0,
ways to use it, minimal self-host commands, security and data boundaries, a
documentation map. Researcher detail moves to docs/research-guide.md,
self-hosting to docs/self-hosting-{cloudflare,node}.md, hosted operations to
docs/operations/hosted.md, and development, releases and the provider
contract to docs/development.md. Links into README anchors are updated
(RUNBOOK, /self-host page); the question-craft test reads the research guide.
