feat(tv): restore Android TV control over ADB

What changed

Restore the Google TV / Android TV network route from PR #93. Console Mode can wake the TV, switch to the configured HDMI input, and optionally put it in standby during restore. Settings includes setup and a connection test. The test now has a 90-second overall timeout with localized messages. PR #45's stop behavior remains reverted.

Validation

• dotnet test tests/ConsoleMode.Tests/ConsoleMode.Tests.csproj — 285 passed.
• Windows Release x64 build — passed with 0 errors.
• Physical Android TV validation was not performed; the manual checklist is in docs/TESTING.md.
