NodeKey::ucan mints a token for the node that presents it and Ucan::proofId
names a parent for delegation; call and openStream present ucan: and
proofs:. serve and serveStream take a ServePolicy (ucan_required or
realm_member_required), which libmacula enforces before a call reaches PHP.
callReport and Stream::report give the seal report. All over the libmacula
calls that already exist (call_opts, open_stream_opts, serve_opts,
ucan_create, ucan_proof_id, stream_report).

From the Fable round on the serve-side policy: ucan '' is refused like
any malformed option instead of reaching libmacula, realmMemberRequired
takes 64 hex or 32 bytes through Wire::id32, the ucan docblock says fct
is null or an object, and the free()/send() docblocks are back on their
functions.
