A REFUSED dial (session_proof_rate and the station's other refusals) retried at the fixed 1s cadence forever: the mcl-stations node's helsinki link spent 35h in that loop (74,742 refused dials, one every ~1.6s), and the host00 measurement saw Brussels flap the same way.
