Why
The design-phase bug narrative still named a project that no longer exists and described states that later work replaced. The still-relevant divergence rationale belongs in the canonical conformance documentation.
What changed
IMPLEMENTATION_BUGS_AND_RESOLUTIONS.mdand folded its surviving rationale into the conformance documentation.Scope
