Resets stateless-validator's partial 2.0.18 release to a clean state so it can be run from scratch on the current pipeline (which has changed since #202: version-only changelog heading, direct-settle option, app-authored PRs skipped by the reviewer/label check).

After this merges, main is exactly as it was before the first candidate, and Release Candidate 2.0.18 can be dispatched fresh.

Reverts the candidate merge (#202) so the release can be run from scratch
on the current pipeline: Cargo.toml and Cargo.lock back to 2.0.17, the
drafted changelog entry removed. release-v2.0.18 and the settle PR (#204)
have been removed alongside.

Not needed: the candidate regenerates the 2.0.18 entry itself; re-dispatching from main as it is.
