Introduce local Whisper-based voice transcription: add botsrc/whisper.js (downloadable whisper-cli + GGML models, ffmpeg conversion, transcription pipeline), and wire it into the Telegram bot (botsrc/index.js + botsrc/telegram.js) to handle voice/audio, send transcriptions to Telegram and optionally insert into DeepSeek chat. Expose IPC handlers (status/download/remove) and preload API methods, add settings UI and i18n keys, and default settings in settings-store. Minor formatting/tidy-ups in src/main/ipc.js and src/preload/api.js. Update CHANGELOG with feature description.
