Scroll to dismiss doesn't work when scrolling the release notes content

Repro steps

1. Write up some release notes that require the content to scroll.
2. Show Recap in a sheet.
3. Try to drag down on the sheet to dismiss by dragging in the release notes content area.

Expected behavior

The sheet starts to dismiss as you drag down while the content is scrolled to the top.

Actual behavior

The content scrolls but the sheet does not.
