Summary: Add an explicit non-reporting cancellation transition to the shared Abort controller for normal shutdown. Preserve first-writer-wins and earlier failures, publish cancellation policy before context readiness, and leave the mapped device-state layout unchanged. Expose context readiness with a disabled-controller guard so telemetry callers can defer incomplete publication. Differential Revision: D127905332
