Validation scope
Temporarily enables 106 normal-isolation API-like methods outside APIV1, APIV2, and Expense Agent, across 13 codeunits.
This draft exists to run W1 validation in parallel with the main infrastructure PR. Findings and durable fixes will be integrated into #10085; this PR is not intended to merge independently.
