Release PR Metrics v1.8.0 with package dependency updates.

• Set the package, lockfile, extension, task manifests, localized name, user agent, README examples, and publish trigger to 1.8.0.
• Set .github/release-version.json to 1.8.1, the next release version.
• Rebuild the bundled GitHub Action and its localized resources.
• Use CommentThreadStatus.Active in comment test fixtures to satisfy the updated enum assignment lint rule.
