[FEATURE] Add OrgApp to fab deploy

Use Case / Problem

Our users are creating OrgApp in our fabric development workspace and want this deployed to our production workspace.

We now encounter that fab deploy doesn't deploy OrgApp.

Proposed Solution

Add the deployment of OrgApp to fab-cli deploy command

Alternatives Considered

We now have to manually create OrgApp in every workspace.

• This would help my team/organization
• This would help the broader fabric-cli community
• This aligns with Microsoft Fabric roadmap items
