Ports the #2126 round-3 closeout tracking from pr-update-agent to the canonical plan: CommitmentProgramEligibilityDetails (W11a, feasible via CommitmentDiscountEligibility.csv), InvoiceDetailId (W11b, blocked on invoice API), ContractCommitment* per-row (W11c, needs design). Umbrella PR integrating FOCUS 1.4 support across the FinOps toolkit. Work lands as small PRs targeting
