fix: upgrade @openapi-spec packages to v0.3.0 - #2178

Upgrades `@openapi-spec/types` and `@openapi-spec/downgrader` from 0.1.0 to 0.3.0 in `openapi`, `json-schema`, and `zod`. `@openapi-spec/types` 0.3.0 removes its root entry, so the `OpenAPIV3_0`/`OpenAPIV3_1`/`OpenAPIV3_2` namespaces are now imported from the `/v3.0`, `/v3.1`, and `/v3.2` subpaths. Verified locally: pnpm type:check, pnpm lint, and pnpm vitest run packages/openapi packages/json-schema packages/zod (699 tests) all pass. The v0.3.0 subpath modules expose the same type members as the old barrel namespace, and the downgrades to OpenAPI 3.0/3.1 tests still assert exact output, covering the downgrader behavior change.
