build(deps): update dependencies and development tools - #31

Claude Code reads project skills from `.claude/skills`, but the repository keeps its skills in `.agents/skills`. Claude Code therefore does not list them. Link the Claude Code skills directory to the shared skills directory. repository: - Expose the repository skills to Claude Code through a symlink.
Patch and minor releases are available for several dependencies and
development tools. Some of them fix security advisories in development
dependencies and in the GitHub CLI.
Update them within their current major versions, and keep the repeated
pins synchronized.

- Update package dependencies and pnpm within their major versions.
- Refresh vulnerable transitive dependencies within their declared
ranges.
devcontainer:
- Update Busy Octopus, Claude Code, Codex, GitHub CLI, and the GitHub
CLI feature.
release:
- Refresh the pinned secret-scanning action.

Patch and minor releases are available for several dependencies and development tools. Some of them fix security advisories in development dependencies and in the GitHub CLI. The development container also installs Busy Octopus 0.1.1, which cannot read the current Claude Code Stop hook payload, and Claude Code does not list the repository skills.
Update dependencies and tools within their current major versions, keep the repeated pins synchronized, and expose the repository skills to Claude Code.
