Summary

• stop ignoring the tracked .cargo/config.toml file explicitly
• keep other files under .cargo ignored by default

Why

• release-plz fails when a tracked file is also ignored
• this branch uses anchored ignore rules and an explicit directory unignore so git no longer reports .cargo/config.toml via git ls-files -ci --exclude-standard

Testing

• verified git check-ignore no longer matches .cargo/config.toml
• verified git ls-files -ci --exclude-standard -- .cargo/config.toml returns no output
• not run locally
