After #1444, win11-64-24h2 and win11-a64-25h2-builder failed on master before Pester ran: kitchen-pester's bootstrap hit
Install-ModuleFromNuget : Error trying to download nupkgfrom powershellgallery.com. The other 8 jobs made the same download and passed, so treat it as transient and let the existing retry loop take a fresh attempt.
