TransportOps::open_uni creates a local uni stream with xqc_stream_create_with_direction on either role. It counts against the per-conn 8192 ceiling; an xqc_h3 conn and an exhausted peer uni credit are Err(Other). open_with is generalised over the reservation and StreamKind; open_stream and open_stream_with_id behave as before. ScriptedTransport gains Call::OpenUni and expect_open_uni. Adoption spec section 7 item 2: stream_create_notify DOES fire for a local uni stream on both roles (observed quic ids 2 and 3), and the server needed no engine flag. open_uni binds from the return value and does not depend on the notify.
