Adds a GitHub Actions workflow building FFmpeg with the EVC wrappers on Linux and Windows (MinGW-w64), following the ffapv CI: the xeve and xevd libraries are built and installed first, then FFmpeg is configured with
--enable-libxeve --enable-libxevdand built, and the wrappers are verified.
