Split Readme, Licenses Cleanup - #408
Merged

Conversation
The README was getting obnoxiously large, so the information relevant to contributors and would-be developers has been moved into CONTRIBUTING, in order to have a cleaner read for casual browsers of the repository and/or PyPI package site.
GitHub is suddenly starting to parse this weird out of nowhere, so we move it to .reuse/dep5, from COPYRIGHT.

Split contributor details out of README and into CONTRIBUTING.
Move convenience DEP5 machine readable license summary from COPYRIGHT to .reuse/dep5, because GitHub is suddenly starting to parse it weird.
