Closing this documentation-only PR after reassessing the scope. MLIR, zstd, and fallback-manifest downloads use the runner's Node trust store. Document a temporary Ubuntu 24.04 caller workaround with a patched CA package and explicit OpenSSL trust selection. Explain verification with the runner's bundled Node, private CA preservation, installer trust, and the limit that a workflow step cannot protect runner bootstrap.
Remove the override after the deployed runner images and Node trust configuration are verified to reject all advisory test chains. Runtime defaults are unchanged.
