🤖 *AI text below* 🤖 Import MCMT through its full definition when the base gate does not span all targets. Unroll composite modifiers before target decomposition and routing, after merging one-qubit bodies so dynamic controlled gates remain supported. Cover target and modifier preservation with exact-unitary regressions. This lets Bench pass circuits directly to Core without recursive preprocessing. Assisted-by: GPT-6 via Codex
🤖 *AI text below* 🤖 Reuse the existing control-unrolling helper in the decomposition pass. Remove the extra pipeline passes and early symbolic rotation merging. Preserve width thresholds, controlled phases, and dynamic two-qubit bodies. Assisted-by: GPT-6 via Codex

🤖 *AI text below* 🤖 Let QC/QCO verifiers own the modifier-body constraints. Remove duplicate hoisting checks and unused result assignments in the compiler regression. Document the unrolling helper's verified-IR precondition. Assisted-by: GPT-6 via Codex
🤖 *AI text below* 🤖 Keep Qiskit's X-conjugated definition for open-controlled gates. Cover mixed control states and non-self-inverse MCMT bodies without extending shared IR or annotated-modifier support. Document the nested inverse/power limitation and track it in #2588. 🤖 *AI text below* 🤖 Reuse inverse and disjoint integer-power unrolling inside eligible controlled composites. Preserve width and native-target guards without adding a pipeline pass or early rotation merging. Cover both target pipelines, the OpenQASM reproducer, phase, wire order, and unsupported powers. Sorry that it took so long to get back to you on this. This LGTM ![]()
I mainly trimmed down tests and updated docs(trings) to be less iterative our history-describing.
I'll go through the other PR as well, then merge as a stack 🚀

Permit constant hoisting instead of freezing incidental IR layout; native synthesis owns rotation cost checks. Retain phase, wire order, inverse ordering, control scope, and target limits. Description
Preserve every target when importing Qiskit MCMT gates and compile supported controlled composite bodies without frontend preprocessing, as needed by Bench #1027.
No new dependencies, shared IR types, pipeline passes, or early single-qubit merging are introduced. Qiskit-specific handling stays in the adapter; decomposition works on generic QCO input.
Usage and limits
The existing
QCProgram.from_qiskit(circuit),QCOProgram.compile_for_target(...), andQCOProgram.synthesize_for_target(...)APIs handle these cases directly. Open-controlled gates use their definitions; open-control modifiers onAnnotatedOperationremain unsupported. At the default decomposition threshold, composite controlled operations with fewer than three total qubits remain intact. Composite bodies inside inverse or power modifiers can still prevent target compilation or synthesis in this PR; stacked #2594 handles supported nested forms and addresses #2588. This does not add arbitrary large-unitary synthesis or broaden support for symbolic powers or opaque instructions.
