BotService gains IsConnected (OneBot reads the live WebSocket, others fall back to having a robot account). The panel serves it unauthenticated so status.nbtca.space can probe it.

Adds
GET /healthzto PushPanel (200{"status":"ok"}when connected, 503 otherwise, no config exposed) so nbtca/heartbeat can monitor the bot.BotService.IsConnected/IPluginService.IsConnected; OneBot uses the live WebSocket state, Telegram uses whetherGetMesucceeded.Panel_HealthzReportsConnectionWithoutToken.Note: Telegram state is startup-only; it does not detect polling failures later.
