Summary

New 29th capability UNSPSC (UNDP United Nations Standard Products and Services Code): canonicalizes 6/8/10-digit mentions (bare, zero-padded parents, 6-digit class alias, UNSPSC-labelled, UNSPSC000. MDM IDs, 10-digit +BFI) to the 8-digit wire stem.

  • Grammar: single unspsc_recognition (RegexStage, longest-first 10/8/6, fused label, (?![-]\d) no-carve guard, ASCII-only, single_value=True)
  • Rules: Section 1-hierarchy-structure + Section 2-level-padding (UNGM structure article, PARSERs) + Section 3-codeset-membership (UNDP codeset snapshot, LOOKUP_TABLE) + Section 4-business-function-suffix (UNECE BFI, informative-only PARSER gated by include_business_function)
  • Contract: default unspsc; offered labeled + native (both ADR-0010/ADR-0011 verified; pair-hyphenated segmented deliberately unoffered — hyphens never re-enter)
  • Snapshot: UNGM live export 2026-09-30, 13,482 live stems + 8 flagged synthesized family ancestors (ancestor-walk only); tools/regenerate_unspsc_data.py --check clean. UNDP v26.0801 XLSX is access-gated — full 158,448-row ingestion is tracked follow-up.

Verification

  • 6612 passed, 2 skipped (pre-existing); coverage 96.00% (gate 95)
  • ruff check / ruff format --check clean on touched files; pyright 0 errors; import-linter kept
  • Re-entry rows, CLASS_MAP (labeled/native encodings) + injectivity pairs, hypothesis suite, purity scan all green
  • Research reviewed + corrected (44103103 = toner; version-chronology; quote qualifications); plan Momus OKAY; oracle + thermo-nuclear review findings (5/5) addressed

Review notes

  • 11101803 (Wikidata-cited platinum) and synthesized 57110000 resolve INVALID under the pinned snapshot by design — documented in tests + user guide, not claims about the full UNDP codeset.
  • BFI-gated-off 10-digit stays SUCCESS with the suffix candidate dropped (ISBN corroborating-rule precedent); year-filtered 10-digit shape-only SUCCESS disclosed (ADR-0012 vacuity).
  • Repo-wide ruff check . / format --check . red spots (learnings/serve.py, landed .md fences) pre-exist on dev.

Summary by Sourcery

Add UNSPSC recognition, validation, canonicalization, provenance, and documentation as Paxman’s 29th built-in capability.

New Features:

  • Add UNSPSC as the 29th built-in capability for recognizing and canonicalizing supported 6-, 8-, and 10-digit product/service code forms.
  • Provide labeled and native output representations while preserving the canonical 8-digit wire stem.

Enhancements:

  • Validate hierarchy structure, level padding, pinned codeset membership, and optional business-function suffixes with documented provenance.
  • Add deterministic generated-data management, snapshot-backed ancestor validation, CLI support, benchmarks, and comprehensive property/integration coverage.

CI:

  • Check generated UNSPSC codeset data for drift in CI.

Documentation:

  • Document UNSPSC usage, output formats, status behavior, provenance, and migration impact across user and project documentation.

Tests:

  • Add grammar, contract, rule, integration, property, export, and re-entry tests for UNSPSC behavior and registry integration.

Summary by CodeRabbit

  • New Features
    • Added built-in UNSPSC product and service code recognition and validation, bringing the total number of shipped capabilities to 29.
    • Recognizes 6-, 8-, and 10-digit codes, labeled codes, and MDM identifiers. Codes are canonicalized to an 8-digit form, with labeled and native output options.
    • Unrecognized formats return a missing result; well-formed codes outside the supported codeset return invalid. Multiple distinct code mentions in one request produce an error.

  Year-filter 10-digit shape-only residual disclosed in docstring.
- SYNTHESIZED_ANCESTORS split from LIVE_STEMS: ancestor walk only,

Merge Risk: 🟡 Moderate · up to 6e230

Callers using historical-year UNSPSC contracts can receive unissued codes as valid results. Add the capability-specific membership gate before relying on year-filtered validation.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 6e230

Historical validation settings can remove the codeset check while still reporting success. Defaults retain membership validation, and no privileged or cross-tenant effect is demonstrated. The identified risk is bounded to validation assurance and how callers interpret the result.

Retained concerns

  • Low · architecture · inferred: The new public capability can return SUCCESS for an unissued but shape-valid stem when historical settings remove its membership authority. For example, static tracing predicts that 1110180314 survives under year=2023 or year=2025. SUCCESS therefore does not uniformly establish codeset membership across supported contracts. This is a bounded validation-assurance concern, not a demonstrated authorization bypass: defaults enforce membership, callers select the settings, provenance identifies contributing rules, and parser-only behavior is explicitly disclosed.
Security review details

Security Blast Radius

  • inferred — The demonstrated exposure is caller-supplied text producing a UNSPSC result through the API or CLI. The authority downgrade requires a contract that filters out membership validation; control of text alone does not demonstrate removal of the default membership check. The inspected path ends at an execution result, so downstream security-sensitive use remains unresolved.

Security Findings and Attack Paths

  • inferred — Under a historical contract without Section 3, a shape-valid unissued input can pass a parser, survive the intentional no-lookup qualification policy, and receive SUCCESS. This establishes an assurance downgrade, not a verified sensitive-sink exploit. The source discloses this residual and an integration assertion expects parser-only success for an issued example.

Trust Boundaries and Controls

  • observed — The grammar constrains recognition with ASCII matching, longest-first length alternatives, surrounding-character guards, and hyphen-continuation rejection. The single-value invariant prevents distinct recognized codes from silently becoming one canonical identity. These are parsing and identity controls, not authentication or authorization controls.

Resilience and Maintainability Implications

  • observed — Candidate lists, active-rule selections, qualification sets, and suppression state are constructed per invocation. UNSPSC returns fresh grammar and rule instances, and its contract is frozen with sequence inputs converted to tuples. The inspected implementation does not introduce mutable cross-call candidate state.

Hardening Proposals

  • proposed — For consumers requiring membership-backed validation, make that assurance explicit and reject or distinctly represent contracts with no active membership authority. Keep this capability-specific so intentional parser-only behavior in the shared engine is not silently changed.

Reviewer's Guide

Adds the 29th built-in UNSPSC capability end to end: a single longest-first recognizer canonicalizes supported 6/8/10-digit and labeled forms to an eight-digit stem, four provenance-backed rules validate structure and membership against a pinned UNGM snapshot while optionally handling informative BFI suffixes, and contracts, registration, tests, benchmarks, and documentation are updated accordingly.

🟠 Major · Add an UNSPSC-specific gate for contracts without Section 3 membership. · capability.py:40-47

paxman/capabilities/UNSPSC/capability.py:40-47
🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift

Add an UNSPSC-specific gate for contracts without Section 3 membership.

year=2025 removes the 2026 Section3CodesetMembership rule but retains the Section 1, Section 2, and Section 4 parser rules. year=2023 retains the Section 4 parser rule. For 1110180314, those rules can produce 11101803, and ADR-0012 preserves the parser candidate because no lookup authority is active. The result can therefore be SUCCESS, although the UNSPSC contract requires the unissued stem to be INVALID.

Add a capability-specific candidate filter immediately before _require_lookup_corroboration(). When Section 3 is absent, remove the UNSPSC Section 1/2/4 parser candidates. Do not modify generic ADR-0012. The filter must activate when Section 3 is unavailable; activating it only when Section 3 is available would leave both failing paths unchanged.

The existing Capability interface has no qualification hook, so this requires a small capability-policy seam or an equivalent orchestrator extension. The existing year-filter test should also be updated to cover the unissued stem.
