Summary
Group all references to a shared CI release in one Dependabot PR and keep minor or patch action updates together. Dependency-specific grouping created partial shared CI updates that fail the workflow contract.
Validation
Parsed the YAML and confirmed neither action group has
group-by;git diff --checkpassed. This is a grouping policy change only, so a Dependabot run after merge is the practical end-to-end check; no new workflow behavior or template content changes.
