Manage exact public owner-issuer trust through existing authenticated local controls, with bounded registration/export, paginated summaries and inactive revisioned tombstones. Upgrade authority schema atomically, preserve historical enrollment results and denial state, and maintain one unique agent binding in the existing fresh-v1 activation transaction and exact replay.

This is corrective cut2.10.1; portable identity reuse and ordinary authenticated API enforcement remain subsequent work.

Validation: isolated Python suite1832passed43platform/prerequisite skips; formatting/type checks; Go tests and vet; current general, actualDBB and fresh independent general review; focused abrupt-migration crash/recovery probe.
