Security fixes pack 1, lane sec-authority-fold.
Triage: triage-W2.md → H72 (W2-T3, high) and the H71 residual (W2-T8, low). The Engine's rulings of 2026-10-14 bind the design: the H72 cap amendments, the OAuth bound, option A in this PR and B next, the structural issuer set, and the 23:38 rulings on round 3's deviations.

Rule 5 for the authority log: P1 (Engine ruling, 10-15 ~04:2x)

This PR reads the owner's rate law (rule 5: never refuse authenticated work for rate or count) for the authority log as P1:

  • The owner's work always lands. Every row a slip issuer (a key holding the owner role) signs or cosigns lands, whatever the bound. A handoff lands only when an issuer is its primary signer.
  • A vouched key's revocation of something the fold holds live always lands, as a restriction: its first revocation of a live device or an active actor binding, once per signer and target (review round 6, Astra F1). A machine revision is not in the list: the fold applies one only from an owner key, which is an issuer already, so another key's removal would restrict nothing and waits like any row.
  • Any other key's row past its signer's bound waits; it is never refused or dropped. The bound is the authority_log_signer_bound policy row (AuthorityObservationPolicy::log_signer_bound, default 2048, never 0). At a replicated door the row is AuthorityLogFull, which is now RefusalRetry::Retry: its carrier stays. Once the owner raises the row, the held rows land on the next drain, in order, with no re-send. A local door call (the batch door, an import) gets the typed AuthorityLogFull and stores nothing; the caller raises the row and sends again.
  • Typed checks (OF-520), Vault::authority_log_checks(). authority_log_signer_bound names each key that no issuer vouches for and that has reached the bound, with its count and the bound. The checks are read from the stored log, not stored as rows: a check appears at the first crossing and clears once the owner raises the row.
  • Headroom (Engine ruling, 10-15 05:4x). authority_log_fold_headroom fires at half of what one fold can actually hold, so it warns before the fold closes. Each threshold is a policy row, like the signer bound:
    • log_headroom_rows, default 2,048 counted rows. The fold's row bound is 8,192, but its ancestor-pair bound (2·2048² pairs) closes a log that is one chain at about 4,096 counted rows, and each local writer's log is one chain. A warning at half of 8,192 would fire as such a log closes; this one fires at half of 4,096.
    • log_headroom_handoffs, default 16 of the fold's 32 issuer handoffs.
    • The observation policy row is now six u64be values (stale-roster window, ingest window, ingest check threshold, signer bound, the two headroom rows). A three-value row written before this PR reads with the defaults, and all three new rows must be positive.
  • What rule 5 removed: the issuer's per-signer bound and its past-bound exceptions (restricts_machine). Round 4's Sol F4 and Astra F1 and round 5's Astra F3 were about that exception, so they have no subject now. The import's equal-sequence peer promotion and the may_restrict tier stay, because the order they give is still valid. A compromised owner key can still write the log past one fold's bounds and close it. So can an admin key, because it can name owners (the fold's own consent rule). An install key, an agent key or a stranger cannot.

Checks on the head (8334398). fix23 (gce-3, on 1dbf55a, before the last merge of main): workspace check (all targets, all features); lib authority:: and sync:: (selector, bridge, window, fold_budget) 759/759; it_sync 137/137; clippy x3 (workspace all features, featureless set, server); fail-before leg for the genesis check. Full gate on 8334398 (1dbf55a plus a signed merge of main c174cab), on gce-1 at --mem 24G with NEXTEST_TEST_THREADS=8. gate7: fmt, generated, clippy (workspace, all targets, all features) and check-shipped-bin OK; test 9179 passed, 20 skipped (and 13 more); sync-lane 7308 passed, 19 skipped; featureless 6191 passed, 1 failed, 1 skipped, and its cargo-test leg 6125 passed. The one failure was federation_confirm::a_withdrawal_over_two_concurrent_confirmations_survives_a_lost_one, a time-dependent flake in main's test that this PR does not touch: it signs at the wall clock and searches only 253 ids, so it fails about 1 run in 254 (Engine agreed; a LOW follow-up for main). gate7f, rerunning the featureless step on the same head: 6192 passed, 1 skipped, and its cargo-test leg 6125 passed. GREEN. The previous head, 4250e53, had fix19, fix20 and a full gate green on gce-1 (test 9007, sync-lane 7151, featureless 6079 and 6012 passed).

H72 (W2-T3): the authority fold's work had no bound, and the doors stored rows that no owner signed

Finding. The replicated AUTHORITY_LOG door admitted any well-formed, origin-signed row that named the vault id. It never checked whether the signer stood anywhere in the roster. Every fold then indexed every row's full ancestry before it checked any authority, so a self-signed chain of n junk rows cost O(n²) on every fold. The rows are delete-protected, so they slowed every later fold for good. The public local door (Vault::put_authority_log_entries) stored the same rows with no check at all.

Fix

  1. No door stores a row that no key with the right to vouch for it signed (authority/log_budget.rs::authority_door, called from batch/put_apply/apply/mod.rs for every put, local or replicated). Admitters can vouch: the genesis key, plus every owner or admin key named by a signed re-root, rotation or enrollment that an admitter signed or cosigned. That is the fold's own consent rule. A world edit is vouched for only by the install key an issuer's revision named for the machine the edit names, as its primary signer. A genesis vouches for itself only in a log that holds no genesis, or as the stored genesis itself (an idempotent replay). Any other genesis waits typed, even the root key's own genesis with a new nonce, as a client that initializes again or a replayed init would send (Bugbot, fixed in 6c25b54: the structure tracked root keys, not genesis rows). A log holding two genesis rows, from any keys, is conflicted in the structure as in the fold, so it admits nothing (a log forked before this fix stays fail-closed, as on main). The replicated door already refused a second genesis, which names another vault, as foreign authority log vault id before the store door judged it (Astra r7 F1); that authority refusal stays. So a caller with local put access can no longer brick a vault's authority by storing a rival genesis, which main's local door accepted. Tests that build a conflicted root now open the doors explicitly (with_authority_doors_open_for_test). Any other row is AuthorityLogSignerPending, which classifies as DependencyPending: quarantined, retried, never stored. The fold applies no other row, so nothing valid is lost.
  2. Standing at the replicated door (batch/authority_log.rs). A replicated row's signer must stand somewhere: in the folded roster, retired_keys, as a machine's install key the fold holds, or in the stored log's structure (an admitter or install key the fold cannot hold yet, such as an owner key a pre-handoff rotation named). Otherwise the row is AuthorityLogSignerPending. Forward ingest (entity_pass.rs) and observer B (bridge/entities.rs) apply AUTHORITY_LOG rows first, parents first and each signer's rows by sequence (sync/ingest/order.rs, through the import's own order with consent off). So an enrollment lands before the rows its key signs in the same pass or delta, and no row is first observed below a sibling's sequence. A row whose signer's standing comes only from a sibling is held as DependencyPending and lands on the next pass.
  3. Bounds on fold work, failing closed (authority/log_budget.rs). Each fold has three bounds: 8,192 counted rows (4× MAX_AUTHORITY_ROWS_PER_SIGNER), 32 handoffs, and 2·2048² counted ancestor pairs. A fold past a bound holds no root and reads as a conflicted one, so every authority gate refuses it. It carries AuthorityFoldIssue::FoldBudgetExceeded { signer }, and owner verbs report "authority log at its bound for signer X". The doors keep the log inside those bounds as far as rule 5 allows (P1, above):
    • The owner's work is never held. A row a slip issuer signs or cosigns lands, and the headroom check warns the owner at half of the fold's bounds.
    • Every row any other key stores counts toward that key's authority_log_signer_bound, whatever it does (Engine ruling 23:38, item 2). Past the bound the row waits (RecordError::AuthorityLogFull { signer }, Retry at a replica), unless it is the key's first revocation of a device or binding the fold holds live. So such a key stores at most its bound plus one row per live thing it revokes, even if the fold refuses them all. A handoff such a key signs waits at once, since the fold applies none.
  4. No quota debit. OF-520 holds, and the pinned rate tests stay.
  5. The door reads the log once per authority generation. The stored log's structure and per-signer counts are cached per committed generation (readonly_fold.rs::per_authority_generation), the way the fold cache is. So a held row that is retried costs a lookup, not a decode and signature check of the whole log.

Checks (each fails before and passes after)

  • sync::bridge::tests::rows_signed_by_an_unenrolled_key_pend_and_are_never_stored (bug repro). Before: a stranger's row was stored (Protected { wrote: true }). After: DependencyPending, never stored.
  • it_sync sync_maintenance_quota::a_frame_carrying_a_whole_log_in_entity_id_order_lands_every_row (e2e, Engine check). One peer frame carries a whole valid log, keyed by entity id. The owner enrolls four agents as siblings (sequences 1 to 4) and binds each with the agent's cosign (5 to 8). One more row is signed by one agent, cosigned by the owner, on another agent's binding. Delivered in one frame, through observer B and then a forward pass, every row is stored, and the fold equals the fold of the same log delivered parents first, one row a frame. Passes on this head (fix12). With 73b4ae8's sync order, which sorts by parents only, the whole frame folds differently from the parents-first delivery (fix12 fail-before: the valid_entries equality fails, sync_maintenance_quota.rs:564). On main ee18045 (the same test, with the helper enrolling agent-only keys as this branch does) it fails: every row is stored, but the whole frame folds 3 valid rows against the parents-first delivery's 10, because rows first observed below a sibling's sequence fold as rollbacks (sync_maintenance_quota.rs:504, the valid_entries equality).
  • sync::bridge::tests::rows_an_enrolled_agent_signs_alone_pend_and_are_never_stored (bug repro). Before (round-2 door): Protected { wrote: true }.
  • it_sync sync_maintenance_quota::a_row_by_a_not_yet_enrolled_signer_lands_after_its_enrollment (e2e). A row whose signer is enrolled later in the same delta lands after the enrollment. Before, it was stored ahead of the enrollment.
  • fold_budget::a_self_signed_chain_past_the_row_bound_folds_closed covers 8,193 junk rows (before: folded in 38.7 s) and 33 ReRoots (before: no bound). Both now fold closed before any work.
  • fold_budget::a_chain_naming_missing_parents_past_the_edge_bound_folds_closed covers 1,025 rows that each name 31 missing parents (before: folded in 14.0 s). The index now stops at its pair bound.
  • fold_budget::a_signer_past_its_bound_waits_but_live_restrictions_and_owner_rows_land (substrate invariant, rule 5). An admin the owner admitted stores up to the authority_log_signer_bound policy row. Its next row waits with AuthorityLogFull naming it, nothing is written, and authority_log_checks() lists authority_log_signer_bound. Its removal of a machine the fold holds live lands; its revocation of a key the fold never held waits. Its first revocation of a device the fold holds live lands; a revocation of a key the fold never held, a second revocation of the same device, and a machine removal (which the fold applies only from an owner key) wait (review round 6, Astra F1). The waiting row lands once the owner cosigns it, and the owner's own rows past the bound land. Fails with the round-5 rule for the owner's rows (fix19, the owner's rows bounded again: AuthorityLogFull on the owner's row, fold_budget.rs:275) and with a733c30's exception (fix19, a733c30's door: unwrap_err() on Ok at fold_budget.rs:241, where the admin's machine removal landed). Its round-3 form, which failed on f9708e6 (fb6: the stranger's row alone was stored), is the held-alone half of the next test.
  • fold_budget::agent_and_machine_keys_rows_land_only_with_the_owner_or_under_their_bound (bug repro: review rounds 1 and 2). An agent key, or a machine's install key, signs slip mints, slip revokes and actor revocations. Alone, every row is held at the public local door and none is stored. Cosigned by the host, the owner's work, every row lands past the key's bound and the machine stays mine. The install key's own world edit past its bound waits, and a handoff the key signs waits whoever cosigns it. Fails before: on 3a1c019 the fold went past bound naming the agent key (fb5); on the round-3 door the row the key signed alone was stored through the local door (fb6).
  • it_sync sync_maintenance_quota::a_row_past_its_signers_bound_waits_and_lands_once_the_owner_raises_it (e2e, Engine check). With the policy row at 2, one peer frame carries an admin's admission and three of the admin's rows. Two land; the third waits (not stored, its AuthorityLogFull refusal kept for retry), and authority_log_checks() lists authority_log_signer_bound (2 of 2). The owner raises the row to 4, the next forward pass lands the held row with no re-send, and the check clears. Fails with the round-5 door and refusal class (fix19: with AuthorityLogFull classed Terminal the marker is gone, sync_maintenance_quota.rs:661 left: []; with the policy row ignored the third row lands, :652).
  • fold_budget::the_log_warns_at_half_of_one_folds_bounds (Engine check). authority_log_fold_headroom appears when the counted rows reach their row (scaled for the test) and when the issuers' handoffs reach 16 of 32, not one row before; raising the handoff row clears it.
  • fold_budget::a_policy_row_written_before_the_signer_bound_reads_with_its_default (substrate invariant). A 24-byte observation policy row, as stored before this PR, reads with its three values and the defaults of the three new rows.
  • it_sync sync_maintenance_quota::a_refused_tombstone_beside_a_held_row_leaves_its_retry_marker (review round 6, Astra F2). A tombstone naming the held row is refused as a protected carrier's, and that terminal refusal discharged the held row's retry marker in the same pass. A Retry refusal is now owed work, as DependencyPending is (forward/entity_pass.rs), so the marker stays and the row lands once the bound is raised. Fails with a733c30's entity pass (fix19: left: [] at sync_maintenance_quota.rs:707).
  • it_sync sync_maintenance_quota::a_held_row_that_lands_before_its_marker_settles_clears_it_on_the_next_pass (review round 6, Astra F3). Observer B lands a later carrier of the held row once the bound is raised, before any pass settles its marker. Every later pass found the row stored byte for byte and wrote nothing, so the marker stayed for ever. A marked delete-protected row already stored now settles as a terminal refusal does: only a proven replay marker clears. Fails with a733c30's entity pass (fix19: the marker stays, sync_maintenance_quota.rs:761).
  • fold_budget::the_root_keys_second_genesis_waits_and_its_first_again_changes_nothing (bug repro: Bugbot on security: bound authority-fold work, hold rows no owner signed, floor-check cosigners (H72, H71 residual) #1449). The root key's second genesis with a new nonce waits as AuthorityLogSignerPending at the local and the replicated door. The stored genesis again changes nothing, the owner's rows still land, and the fold stays rooted. The replicated door refuses it as another vault's root (InvalidAuthorityLogBody), as it did before. Fails before at fold_budget.rs:750 (unwrap_err on Ok): with 4250e53's door the local door stored it (fix23).
  • fold_budget::a_signers_full_bound_still_folds (positive control).

The OAuth bound (Engine ruling, 21:55)

Every OAuth exchange mints one SlipMint signed by the host root (api/pairing.rs:138): about 8,760 rows a year per client. At 3a1c019 such a host met AuthorityLogFull at its bound, and its fold narrowed past the fold bound.

Fix. The slip issuer's slip ops (mint, revoke, consume) count toward no bound: not the per-signer bound, the fold's row bound or the ancestor-pair bound. A slip op by any other signer counts toward its signer's bound like any other row. The fold cannot read its roster before it folds, so the issuers come from the log's structure. They are the admitters that hold the owner role: the genesis key if it is an owner, plus each owner key an admitter named. The set holds owner-class keys only. An admin key admits but issues nothing; a machine, agent, peer or slip-derived key is never in it. The door and the fold use the same set, so they count the same rows. Every key the fold holds as a live owner, so the require_host signer, is in it. The set never shrinks (Engine ruling 23:38, item 3). A lone owner key can sign a revocation of the host that the fold refuses, and dropping the host on it failed the live-owner oracle at seed 1. A revocation would also turn rows stored uncounted into counted ones. An import is one write, and its door judges each row against the rows staged before it, so authority/import_order.rs orders the rows (Kahn's order, review round 3, Astra F1 and F4). A row stages after:

  • every row among them it names as a parent;
  • the rows that let a key vouch for it. The order keeps the door's own consent structure, grown a row at a time (log_budget::StructureBuilder, which authority_structure now also uses, so the two cannot drift). A row nothing vouches for yet waits until a staged row admits its signer, or names its machine's install key;
  • its signer's rows of lower sequence in the same scope (the main log, or one world's branch). That is the scope of the sequence floor, so no row is first observed below a sibling's sequence. Sequence edges are hard and parent edges soft: where a history's parents contradict its sequences, the order breaks a parent edge, since the door never needs a row's parents stored, but a row first observed below its signer's sequence is lost (review round 4).
  • for a handoff, the admission that makes its signer a slip issuer (review round 4).

Among the ready rows, the rows the structure rests on (genesis, owner and admin admissions, machine revisions), and every row they wait for, go first. So every other row is judged under as much of the history's set as it can be, whatever order the caller gave. A consent row pulls its signer's rows of the same sequence forward with it, and an owned, not "yours" revision stages last among its equals (review rounds 4 and 5; under rule 5 the owner meets no bound, so this order is kept only because it is still a valid one). A handoff stages after every row ready beside it: a replica refuses a row a key the handoff retires signs that arrives after it, so a row an owner signed beside the other owner's handoff lands first (review round 5). Past the parent edges, the order takes the lowest sequence a sequence edge holds back, whether a parent edge holds it too or not (review round 5). The builder files a row it defers under the key it waits for and wakes it by grant, so the planning is linear in the rows.

Checks.

  • fold_budget::oauth_exchanges_past_every_bound_still_mint_and_the_machines_stay_mine runs 40× the per-signer bound of real mint_oauth_capability_slip exchanges, five times past the fold's row bound, then moves the host and mints past every bound again. Every exchange mints, the fold is not past bound, and the machine stays mine. Fails on 3a1c019 (failbefore3b: "OAuth exchange 0 refused: … past its signer's bound (AuthorityLogFull)").
  • fold_budget::the_slip_issuers_slip_rows_count_toward_no_fold_bound (structural). Under 64× the row bound of issuer slip rows, with counted rows on top whose ancestry holds all of them, the fold counts none of them and stays within both bounds. The same rows signed by a key nobody admitted fold closed and name that key. Fails on 3a1c019 (failbefore3b: "fold past bound: [FoldBudgetExceeded]").
  • fold_budget::every_live_owner_a_fold_holds_is_a_slip_issuer (oracle). Over 400 random logs (owner and admin enrollments, re-roots, owner revocations, cosigns), every live owner the vault-door and legacy folds hold is in the set. Fails at seed 1 under a set that drops revoked keys (fb4).
  • fold_budget::a_handoff_signed_by_a_rotated_owner_key_lands_through_sync (review round 1). Before: the handoff waited for ever (AuthorityLogSignerPending, fb5).
  • fold_budget::a_host_an_admin_admitted_line_hands_off_to_is_a_slip_issuer (rounds 1 and 2). In a pre-handoff line, an admin with an agent's cosign enrolls an owner, who hands off to the host. The host is an issuer, and the same line arrives through sync and the vault holds the host. Before: the host was not an issuer (fb5); then the admin's promotion was held for ever (fb6: AuthorityLogSignerPending on the promotion).
  • fold_budget::an_admin_genesis_line_imports_with_its_host_a_slip_issuer (round 2). An admin-only genesis is a consent root the fold accepts. Before: the set was empty and the owner's first handoff was refused as full (fb6: issuers.contains(host) failed).
  • fold_budget::a_complete_history_imports_past_the_bound_in_any_order (round 1). Before: AuthorityLogFull (fb5).
  • fold_budget::a_history_whose_issuer_admission_is_a_sibling_imports_in_any_order (round 2). The owner's admission is only a sibling of its slip rows. Before: AuthorityLogFull (fb6: AuthorityLogFull).
  • fold_budget::a_revision_whose_signers_admission_is_a_sibling_imports_in_any_order (round 3, Astra F1). A successor's machine revision is a sibling of the handoff that admits the successor. Given revision first, or genesis last, the history imports to the same fold as the parents-first order. Before: the import aborted (fix12 fail-before on 338a41d's ranked order: fails).
  • fold_budget::a_lower_sequence_sibling_of_a_revision_imports_in_any_order (round 3, Astra F4). The owner's binding at n + 1 and machine revision at n + 2 are siblings. Parents first, revision first or reversed, the binding is in the imported fold, and all three folds agree. Before: the revision staged first and the binding folded as a rollback, with no error (fix12 fail-before on 338a41d: fails).
  • fold_budget::a_binding_beside_a_misordered_sibling_imports_in_any_order (round 4, Sol F2 and Astra F3). A slip revoke whose parent and sequence disagree sits beside the owner's binding. Where a row's parents and its signer's sequences disagree, the import now breaks a parent edge, never a sequence: the door never needs a row's parents stored, but a row first observed below its signer's sequence is lost. Every order imports to the parents-first fold. Before: the revision staged ahead of the binding, which folded as a rollback (fix12 fail-before on 73b4ae8: "the binding folded as a rollback: [NonMonotonicSeq …]", fold_budget.rs:1150).
  • fold_budget::a_cosigned_handoff_imports_after_its_signers_admission (round 4, Astra F2). A handoff cosigned by the owner now also waits for the admission that makes its signer a slip issuer. Before: the door refused it as a non-issuer's handoff and the import aborted (fix12 fail-before on 73b4ae8: AuthorityLogFull at fold_budget.rs:882).
  • fold_budget::the_owners_rows_past_the_signer_bound_land_and_import_in_any_order (round 4, Astra F1, and round 5, Astra F3, under rule 5). The owner's rows past the scaled signer bound land: a demotion with a counted sibling of the same sequence, and another admitter's admission on the demotion. The history imports in either order to the fold that holds the demotion. Its round-5 form wrote owner rows until AuthorityLogFull, which rule 5 removed. Before deleting it we ran it unchanged on the P1 core (fix15): it does not hang. Every owner put returned Ok in 12 to 44 ms. At n = 30 the test's own next_entry failed, since the fold had passed its own pair bound and holds no heads, and the test panicked at its own .unwrap() (fold_budget.rs:1414). So the loop was the test's own, waiting for a refusal that no longer exists; no production path retries. The new form writes a bounded 17 rows (fix19 with the owner's rows bounded again: AuthorityLogFull at fold_budget.rs:1518).
  • sync::bridge::tests::a_window_with_a_row_beside_a_handoff_recovers (round 5, Astra F2). Two owners; one hands off while the other signs a row beside the handoff, and the source stores both. The window recovers onto a target holding only the genesis. Before: the order put the handoff first, the replica refused the other owner's row as signed by a retired key, and the recovery failed (fix13 fail-before, with 54ba497's order: the test fails).
  • fold_budget::a_binding_held_by_both_edges_imports_before_its_signers_later_rows (round 5, Astra F4). An agent's binding waits on a parent and a lower sequence while the agent's later rows wait on sequence alone. The import folds as the source does, binding included. Before: the agent's next row staged first and the binding folded as a rollback, with the import reporting success (fix19, with 54ba497's order: "the binding folded as a rollback", fold_budget.rs:1330). The fixture's second enrollment lacked its quorum, so the binding was invalid at the source and the round-5 fail-before never reached the subject; b47f4e4 adds the first agent's cosign.
  • fold_budget::concurrent_demotions_of_one_machine_land_past_the_signer_bound (rounds 2 and 3). Past the owner's old bound, one demotion lands, the owner removes the machine, and the concurrent demotion still lands. Before: the second demotion was refused as full (fb6: AuthorityLogFull; fix19 with the owner's rows bounded again: fold_budget.rs:1587). Its round-3 half, a newer revision refused past the bound, had the issuer's past-bound exception as its subject; rule 5 retired that exception, so the half is gone.
  • fold_budget::a_world_edit_lands_only_from_its_own_machines_install_key (round 3). An install key's edit naming another machine is held, alone or cosigned by the host; the machine's own edit lands. At 342cd0b both were stored (fb7: unwrap_err() on Ok, fold_budget.rs:1066).
  • machine_identity::a_forged_mark_never_makes_a_machine_mine now asserts the local door holds each forged mark. world_privacy::a_conflicted_root_never_lets_a_private_world_go builds its rival genesis with the doors opened for the test (with_authority_doors_open_for_test), since no door stores one.
  • fold_budget::held_rows_read_the_stored_log_once_per_generation (round 2). 32 held rows build the door's view at most once. With the cache removed it builds once per row (fix6's fail-before leg: door_view_builds_for_test() - builds <= 1 fails, fold_budget.rs:1006).

Tests that stored rows no door stores now

The door holds a rival genesis and rows no admitter signed. Nine tests stored such rows through the local door. No production door was widened for them: a test whose subject is the door asserts the typed hold, and a test whose subject is the fold's reading of such rows feeds them in through the test-only with_authority_doors_open_for_test. The switch is #[cfg(test)] in all three of its parts: the thread-local, the function, and the check at the top of authority_door. So it exists only in the crate's own unit-test build: not under the test-hooks feature, not in integration tests, never in a shipped build, and no env or config can set it. It opens the doors for the calling thread only.

  • world_privacy::no_agent_writer_root_or_borrowed_key_signs_a_settings_edit: the door is part of its subject. It now asserts AuthorityLogSignerPending for the agent key's, the stranger's and the host root's edits. The work machine's own edit names its own machine, so it lands, and the fold refuses it as before. The held edits are then stored with the doors open, and the fold still refuses all four.
  • world_floor::only_a_standing_handoff_makes_what_follows_it_fresh and world_floor::a_vouch_never_widens_the_install_view share the replica_storing fixture. The fold is their subject, and the false handoff a machine key signs is held. The fixture stores a held row with the doors open, and only then.
  • Four tests of a conflicted root (two independent genesis rows): conversation::tests::deletion::conflicted_roots_never_restore_local_creator_or_initial_role_powers, federation::pending_act::tests::conflicted_vault_root_fails_closed, memory::tests::authority_revocation::conflicting_vault_roots_fail_owner_verbs_closed and memory::tests::export::conflicting_authority_roots_suspend_embedded_export. Their subject is how gates refuse a conflicted fold, so they build it with the doors open. conflicting_vault_roots_fail_owner_verbs_closed first asserts that the local door holds the rival genesis (AuthorityLogSignerPending). Main's local door stored it, so anyone with local put access could brick a vault's authority.
  • sync::window::tests::reverse_rematerialization_replaces_poisoned_authority_carrier_with_inverted_range and …_replaces_divergent_and_malformed_authority_bodies stored a revocation without its genesis. They now store the genesis first, the legitimate order, with the doors closed.
  • Since the merge of main: security: a type-74 seal counts only from this vault or a machine the owner marked mine (H161) #1435's sync::bridge::companion_identity_tests copied a host's whole log through the local batch door in entity-id order. The door judges each row against the rows staged before it, so the fixture stages the log parents first, as sync and import do. The census below then found the batch door itself must order its rows, and it now does, so the fixture's own order is no longer needed.

Who hands the door more than one row (census, Engine 10-15)

Sol read every production path that can hand the door several authority rows out of parent order (read-only, at fab61e3; the census is census-door-order.md in the lane's work folder, /Users/olety/Desktop/temp/secscan-oneiron-20261014/sec-authority-fold-work/census-door-order.md). Each must land every valid row: ordered, or held as DependencyPending and retried. Two did not, and this PR fixes both:

  • The public batch door, Vault::put_authority_log_entries, applied the caller's order. Given [child, enrollment], which an entity-id-ordered copy can be, the door held the child and the whole write rolled back, with no retry. It now stages the rows in the import's order with consent off (authority_stage_order): parents first, then each signer's sequences. The ids come back in the caller's order. Check: fold_budget::a_batch_given_children_first_lands_whole (fix12 fail-before, with fab61e3's batch door: AuthorityLogSignerPending, fold_budget.rs:1204).
  • Canonical-window recovery's preflight (sync/bridge/recovery.rs, behind the owner's recover-window) visited the canonical snapshot in entity-id order and turned the first held row into an error, so the ordered forward pass never ran. It now visits the authority rows in authority_parent_order, as the forward pass does, then the rest in id order. Check: sync::bridge::tests::a_window_whose_rows_sort_before_their_enrollments_recovers (fix12 fail-before, with fab61e3's preflight: fails).

The rest land every valid row:

  • The forward entity pass (window open, cold open, the marker drain) and observer B (client and server updates, bulk snapshots, queued replay) put authority rows first, parents first and each signer's by sequence. A row held for a parent outside the pass keeps its carrier and an rm: marker, and lands at the next open or drain, as every DependencyPending kind does.
  • Edge-triggered endpoint hydration is not sorted. A held endpoint quarantines the edge and keeps its carrier, and the next entity pass, which is sorted, lands it.
  • Signed-history import stages in import_order, and export emits parents first.
  • Checkpoint, backup and migration restore copy the image raw, with no door. Reverse materialization writes CRDT carriers, not rows.
  • The host-root ceremony, machine enrollment, world-privacy shares and slip revocations author their rows in causal order.
  • Whole-vault JSON import omits authority rows by policy (LocalAuthorityNotRestored), and the generic batch APIs (napi, /v1/core/batch) refuse the Maintenance type outright. Neither reaches the door. Peer side tables never do either.

Ready-queue scheduler (option A)

The fold's scheduler re-sorted and rescanned every pending row after each transition, and each Waiting probe verified a signature. On a chain that is N²/2 signature checks. authority/fold_schedule.rs replaces it with a queue. A transition reads only its parents' states, so a waiting row can change only when one of its parents lands. The queue holds those rows, and each step picks the row a full rescan would have picked.

  • Check: fold_schedule::the_queued_scheduler_folds_as_the_full_rescan_did (oracle). The old scheduler, kept verbatim in the test, and the new one give identical states and identical issue order on 400 random logs. Each log is folded twice, with and without retired client ops. The logs include ties, rows that wait for ever, rows by unenrolled keys, repeated sequences, colliding confirmations, revocations and the stalled-withdrawal pass.

Per-signer bound: 2048 by default (the policy row's default since rule 5)

With the bounds in force, the costliest counted fold is one chain at the pair bound (2·2048² pairs, about 4,096 rows): 7.7 s and 2.1 GB on this PR. At 4,096 per signer, the pair bound would admit a chain of about 8,192 rows: 28.5 s and 8.2 GB. That is not fast, so the bound stays at 2048. The ruling's sizing still holds, since the issuer's slip rows count toward no bound. Raising the authority_log_signer_bound row lets a key store more rows, but the fold's own bounds (8,192 counted rows, 2·2048² pairs) stay pinned, and the headroom check warns before them.

Probe numbers (fleet, opt-level 2, peak RSS per process)

Main 95822ce, a chain of N issuer slip rows: T ≈ 1.9e-5·N² s. 1.3 s / 126 MB at 256 rows, 20 s / 660 MB at 1,024, 80 s / 2.4 GB at 2,048, 316 s / 9.1 GB at 4,096. One client re-pairing hourly passes 10 s in about 30 days, and ten clients pass it in about 3.
This PR (the queued scheduler; bounds lifted for the probe), gce, against main on gce-3 (both speed 0.7):

8,192 28.45 s 8.18 GB

Main's vault, 2,048 slips through put_authority_log_entry one by one: 255 s of puts, then a 78.5 s fold at 2.38 GB. This PR: 225 s of puts, then a 4.5 s fold at 2.38 GB. The puts cost what main's do: each put advances the authority generation, so the next read folds again (the follow-up rows below).

Projection, one client re-pairing hourly (24 slip rows a day), ten clients in brackets:

  • This PR: T ≈ 1e-6·N² s. It passes 1 s at about 1,000 rows, about 42 days (4 days), and 10 s at about 3,200 rows, about 133 days (13 days).
  • Memory is unchanged, RSS ≈ 545·N² bytes. It passes 4 GB at about 2,700 rows, about 113 days (11 days), and 16 GB at about 5,400 rows, about 226 days (23 days). Memory is now the binding limit, which sets option B's priority.

Deviations the Engine accepted (23:38)

  • Admin consent admits owners into the issuer set: the set mirrors the fold's own consent rule.
  • A restriction the fold would never apply counts toward its signer's bound. Under rule 5, a vouched key's revocation of something the fold holds live always lands, and the owner's rows meet no bound at all.
  • The set never shrinks.
  • Install keys' world edits wait past the bound (round 4, accepted 00:3x; rule 5 since 10-15). A machine's install key signs P2's world edits, and they count toward that key's authority_log_signer_bound, narrowing edits included. Past it they wait (AuthorityLogFull, Retry at a replica); they are never refused, and raising the row lands them. The reasons:
    • An uncapped narrowing class from a key that can be stolen is a fork-flood path: siblings of one edit, each narrower than it, without end, close the owner's fold.
    • No real machine comes near 2,048 world edits.
    • The owner's real restrictions, demoting or removing the machine, always land.
    • The owner can narrow the world from any other machine of theirs.

Residuals (accepted)

  • A compromised key that is not an issuer can fill its own authority_log_signer_bound, plus one revocation per live device or binding. Its further rows wait.
  • A compromised key in the issuer set can flood slip rows, which count toward no bound. Their fold cost is main's, not linear; that bar moved to option B.
  • A compromised admin key that an owner admitted can name owner keys into the issuer set. This equals the fold's consent rule and is not wider: such a key already holds that power in the fold itself. Under rule 5 the owners it names write without a bound, so a compromised admin can close the fold just as a compromised owner can. The owner recovers by revoking the admin (a restriction, which always lands) and re-rooting.
  • A revoked owner key keeps its slip exemption. Its slips have no effect in the fold, and their cost goes with option B.
  • A compromised owner key meets no bound (rule 5, P1), so it can write the log past one fold's bounds, and the fold fails closed (review round 3, Astra F5, accepted 10-15). The headroom check warns at half. A compromised owner key is already full compromise, and the owner recovers by re-rooting.
  • The pair bound 2·2048² lets one chain hold about 4,096 counted rows, half the row bound. A log that is one chain, as each local writer's is, closes there, so the headroom check warns at 2,048 counted rows. Option B removes the stored index.
  • Each authority write advances the generation, so the next door call reads the log again: an import or a burst of writes still costs O(N) per row. A per-signer count index is a follow-up.
  • A local door call (the public batch door, an import) past a non-issuer's bound gets the typed AuthorityLogFull and stores nothing. The caller raises the row and sends again. Only the replicated doors keep a carrier to retry.

H71 residual (W2-T8): floor-check cosigners

Finding. active_participant_keys counted a cosigner below the vault's tier floor toward quorum and consent. A row concurrent with a floor raise was judged only on its signer.

Checks.

  • authority::tests::tier_floor::hardware_floor_counts_no_software_cosigner_toward_quorum. Under a Hardware floor, an entry cosigned only by a hardware and a software key is invalid; with two hardware participants it folds. Fails before: a software cosigner met quorum under a Hardware floor.
  • tier_floor::hardware_floor_rejects_software_signer_under_every_arrival_order. A row concurrent with a Hardware floor raise, cosigned by a software key, is invalid under every arrival order. Fails before at tier_floor.rs:115: strong was valid (fb4). At the Software floor in its own ancestry, the software cosigner still makes quorum.

Fix. A participant below state.tier_floor counts toward neither quorum nor consent. A row concurrent with a floor raise is judged under that floor, cosigners included: tier_floor::below_concurrent_tier_floors re-runs participant_rules_hold (entry_transition.rs) over its parents' merged state with the floor applied. active_roster_count is unchanged on purpose. Excluding a below-floor device there would weaken the rule, since a hardware key alone would then suffice.

Follow-ups

  • Option B, the next PR (Engine row). Make fold work linear in slip rows: shared slip state, a capped-only index with on-demand walks for its five consumers, and the final merge over heads. Or move slip mints off the log, together with compaction.
  • Compact expired slip rows off the log.
  • An import reports rows its floor refuses (review round 4, Sol F1, P3). A target that already holds a signer's higher-sequence sibling folds an imported lower row as a rollback. Main's import does the same; it should say so.
  • The doors that order without consent (the public batch door, recovery's preflight) can break a cycle at a row whose signer is not admitted yet, when an admitter signed a row whose sequence contradicts its own ancestry (review round 5, Astra F1, P3). It fails closed and typed. Give them the import's consent order seeded from the stored log.
  • If a real machine ever nears its bound, let a machine's narrowing edit that supersedes its own previous edit of the same world (a chain, not siblings) land past it. Option B may make this cheaper.
  • A per-signer count index at the door, so a write does not reread the log.
  • Other fail-closed surfaces still say "conflicting vault roots" for a fold past its bound: write_authorization, export, expression_preference.
  • The peer authority side table caps a peer at 4,096 rows (MAX_PEER_AUTHORITY_ENTRIES_PER_PEER), and that count includes the peer's slip rows. A heavy-OAuth peer stops updating there.
  • A held row's rm: marker stays pending until its signer lands or the owner raises the bound, as with the other DependencyPending and Retry kinds.
  • Other kinds' byte-identical replays keep ONE-1147's rule: a pass that stops between the write and the marker settlement leaves their marker. Round 6 settles it for delete-protected rows only (Astra F3); widen it if another kind needs it.
  • After world privacy P6b: per-world keys, a this-device-only keystore and the hosted-root posture stamp #1422 merges, check the issuer set against its owner-root concepts (owner_root.rs, pinned_root.rs).

…s, floor-check cosigners (H72, H71 residual)

WIP checkpoint for the lane handoff: fixed checks not yet run on the fleet;
fold_budget.rs still carries a temporary fold_scale_probe test to drop.
…uler (H72 OAuth bound, WIP checkpoint 2)

Engine ruling (option A): the slip issuer's slip ops count toward no
per-signer bound, fold row bound or ancestor-pair budget; the issuer is
read from the log's structure, the same test at the door and in the fold.
The fold scheduler keeps a queue of rows whose parents just landed and
picks the row a full rescan would, pinned by an oracle test against the
old scheduler. Refusals name the signer. Checks not yet run on this head.
…never shrinks (H72, WIP checkpoint 3)

The Engine's conditions on the structural issuer set: owner-class keys
only, each admitted by an owner signature, and the require_host signer
always in it. A revocation no longer drops a key: one owner key could
sign a revocation the fold refuses and drop the host from the set, and a
revocation would turn rows the door stored uncounted into counted rows.

Checks: agent and machine keys' slip ops count toward their caps; every
live owner of the vault-door and legacy folds is a slip issuer on 400
random logs with re-roots and owner revocations, alone or cosigned; the
OAuth check now also moves the host and mints past every bound again.
…ons, cosigners under concurrent floors (H72, H71 residual, WIP checkpoint 4)

Answers security round 1 (Sol F1-F9, Astra F1-F3).
- The replicated door holds a row no slip issuer signed or cosigned as
pending: the fold applies no row without an owner's consent, so an
enrolled agent, machine key or revoked device can no longer grow the
  log toward the fold's bounds (F1, F2, F3, F8).
- Only a slip issuer's restrictions and demotions skip its cap; every row
another key stores counts toward that key's bound, and a handoff it
signs is refused at once (F1, F4).
- An owner key a signed admission names stands at the replicated door,
so a handoff signed by a pre-handoff rotated key lands (F5).
- Owner and admin keys admit, the fold's own consent rule; only owner
  keys issue (F6).
- A row concurrent with a floor raise is judged under it, cosigners too
  (F7, the W2-T8 expectation flip).
- A signed-history import stages parents first (F9).
…eration (H72 review round 2, WIP checkpoint 6)

- Every AUTHORITY_LOG door, local or replicated, holds a row that no
admitter (the genesis key, or an owner or admin key an admitter named)
signed or cosigned, and a world edit its install key did not sign. Only
  a genesis vouches for itself.
- An admin-only genesis is a root admitter; issuers stay owner-class.
- Replicated standing also covers install keys the fold holds and the
log's structural admitters, so an admin-consented line syncs.
- The door's structure and per-signer counts are cached per committed
authority generation, so held rows cost no rescan.
- Import stages the rows the consent structure rests on, and their
  ancestors, first.
- Past the bound, an issuer's revision that leaves an owned machine
owned but not "yours" lands, so concurrent demotions land in any order.
…nd machine revisions never newer than the head (H72 review round 3, WIP checkpoint 7)

- A world edit is vouched for only by the install key an issuer's
revision named for the machine the edit names, as its primary signer.
- Past the bound, an issuer's machine revision lands only as the
demotion of a "yours" head that is not conflicted, or as an owned, not
"yours" sibling or older revision, which never wins the merge: a newer
one could clear a conflict and widen a world.
- The forged-mark regression asserts the local door now holds each
forged row; the conflicted-root regression builds its rival genesis
with the doors opened for the test.
…d its signer's lower sequences; held-row fixtures (H72 review round 3, WIP checkpoint 8)

Astra F1/F4: the ranked import order put a structural row before the
sibling admission that lets its signer vouch (the import aborted), and
before its signer's lower-sequence siblings (a binding folded as a
rollback). authority/import_order.rs stages rows in Kahn's order over
parent edges, same-signer sequence levels per scope, and consent read
from the door's own structure, grown a row at a time
(log_budget::StructureBuilder, which authority_structure now uses).

The nine tests that stored rows the door now holds: door subjects
assert the typed hold; fold subjects store through the cfg(test)
open-door fixture; the window tests store the genesis first.

📝 Walkthrough

This change adds authority-log fold and signer limits, write-door checks, and typed refusal errors. It updates fold scheduling and tier-floor checks, orders local batches and imported histories, and processes authority rows in parent order during synchronization.

Changes: Authority Log Bounds and Ordered Ingest

Layer / File(s) Summary
Log bounds and write admission
crates/oneiron-contracts/src/error/*, crates/oneiron/src/authority/{log_budget.rs,observation_policy.rs,readonly_fold.rs,mod.rs}, crates/oneiron/src/batch/*, crates/oneiron/src/memory/support.rs, crates/oneiron/src/store/*, crates/oneiron/src/side_table/decls/sync_state.rs, crates/oneiron/src/authority/tests/*, related tests
Adds policy fields and defaults for signer and fold-headroom limits, including support for legacy policy rows. The authority door checks signer standing and bounds, and writes return typed errors for pending signers or full logs. Tests cover bounds, exemptions, admission, and policy compatibility.
Bounded folds and participant checks
crates/oneiron/src/authority/{ancestor_index.rs,entry_transition.rs,fold_engine.rs,fold_schedule.rs,fold_state.rs,tier_floor.rs}, crates/oneiron/src/authority/tests/{fold_schedule.rs,tier_floor.rs,machine_fold.rs,mod.rs}
Folds now refuse logs that exceed row, handoff, or ancestry-pair limits. A queued scheduler processes entries and reports unresolved ancestry. Tier-floor checks also validate consent and quorum against the applicable floor.
Parent-first batches and history imports
crates/oneiron/src/authority/{history_transfer.rs,import_order.rs,vault_api.rs}, crates/oneiron/src/authority/tests/fold_budget.rs
Local batches and imported histories use staging order that accounts for parent dependencies, signer sequences, consent grants, issuer status, and row tiers. Batch results retain caller order. Tests cover reordered histories and child-first batches.
Ordered sync and held-row retries
crates/oneiron/src/sync/{bridge/*,ingest/*,quarantine/keys_classifier.rs,window/*}, crates/oneiron/tests/it_sync/sync_maintenance_quota.rs
Recovery and forward sync process authority rows in parent order. Pending-signer refusals are classified as dependency-pending, and full-log refusals are retryable. Tests cover recovery, held rows, and retries after bounds change.

The new authority-log admission rules can make importing an existing authority history, or recovering from a canonical window, fail outright. This happens when the history contains rows the new rules would hold, such as rows from unenrolled signers or rows past a signer bound that older vaults already accepted. Resolve this before merging, or explicitly accept it.

…ery preflight, whole-log frame e2e (H72 review round 4, census)

- import order: a signer's sequence levels are hard edges, parent edges soft
(broken first); a handoff also waits for its signer's issuer grant; a
revision that may restrict stages last among its equals; the consent
builder wakes deferred rows by grant, so planning stays linear
- door: past the bound, only a demotion of a live "yours" head lands
- Vault::put_authority_log_entries stages its rows in the import's order
with consent off, and returns ids in the caller's order
- canonical-window recovery's preflight visits authority rows parents first
- it_sync e2e: a frame carrying a whole valid log in entity-id order lands
every row and folds as the parents-first delivery
- fixtures: the forged-mark test keeps its fold-side negatives
…same-sequence peers go with it, the lowest held sequence first (H72 review round 5)

- import order: a handoff (ReRoot) takes the last tier, so a row its
retired predecessors signed beside it lands before it (Astra F2)
- tier promotion carries a row's equal-sequence peers, so a demotion a
consent row pulls forward never passes its counted sibling (Astra F3)
- past the parent edges, the fallback takes the lowest sequence across rows
a sequence edge holds alone and rows both edges hold (Astra F4)
- checks: a_window_with_a_row_beside_a_handoff_recovers,
  a_binding_held_by_both_edges_imports_before_its_signers_later_rows, and
a consent row on the demotion in a_demotion_and_its_counted_sibling_import_at_the_bound
…budget tests are converted in the next commit)

- door: a row a slip issuer signs or cosigns always lands (a handoff only
when an issuer signs it); any other key's row lands under the
authority_log_signer_bound policy row, past it only as a revocation of
something the fold holds live, and otherwise waits (AtBound)
- AuthorityLogFull at a replicated door is RefusalRetry::Retry, so a held
row keeps its marker and lands on the next drain once the row is raised
- observation policy gains log_signer_bound (32-byte row; a 24-byte row
  reads with the default 2048)
- Vault::authority_log_checks: typed OF-520 checks authority_log_signer_bound
and authority_log_fold_headroom (half of one fold's counted rows or
  handoffs)
- restricts_machine (the issuer past-bound exception) is gone: issuer rows
  no longer meet a bound
…d bound land (H72, P1)

- fold_budget: the signer-bound test now holds an admin's row past the
authority_log_signer_bound policy row (typed AuthorityLogFull, nothing
written, the typed check listed); its live machine removal lands, a
revocation of a key the fold never held waits, and the owner's rows and
cosigned rows land past the bound
- the agent and machine key test: host-cosigned rows are the owner's work
and land past the key's bound; an install key's own world edit past its
bound waits; a handoff the key signs waits
- the round-4/5 demotion test wrote owner rows until AuthorityLogFull, which
rule 5 removed: run unchanged on the P1 core it never hangs (each put
returns Ok; the test's own next_entry fails once the fold passes its pair
bound). It is now a bounded check that the owner's rows past the signer
bound land and import in either order
- the floor-hold demotion test is gone with the issuer's past-bound
exception it covered; concurrent demotions land past the signer bound
- it_sync: a row past its signer's bound waits with its retry marker and
lands once the owner raises the policy row, with no re-send
- the headroom check fires at half of what one chain of counted rows holds
  before the ancestor-pair bound (2x the per-signer bound): a one-chain log
closes there, short of the 8192-row bound
- a 24-byte observation policy row reads with the default bound
…rum (H72 review round 5, Astra F4)

The fixture's owner enrolled the second agent alone while two devices were
live, so the enrollment failed quorum, and the binding under it folded
invalid at the source: the check never reached its subject. The first agent
now cosigns.
… marker survives and settles (H72 review round 6)

- Astra F1: past its bound, a key that is no slip issuer stored a machine
removal of a live machine without end, though the fold applies a machine
revision only from an owner key (an issuer), so each one left the machine
live. The exception now covers a key's first revocation of a device or
actor binding the fold holds live, once per signer and target (the door
view keeps each signer's stored revocations); a machine removal by such a
  key waits like any row
- Astra F2: a refused tombstone naming a held row discharged the held row's
retry marker in the same forward pass. A Retry refusal now counts as owed
work, as DependencyPending does, so no other outcome at that id clears it
- Astra F3: a held row that landed before its marker settled (observer B
taking a later carrier, or a pass that stopped after the write) left the

…2, rule 5, Engine ruling)

authority_log_fold_headroom fires at log_headroom_rows counted rows (default
2048: half of what one chain of counted rows holds before the fold's
ancestor-pair bound, about 4096, which closes a one-chain log well short of
the 8192-row bound) and at log_headroom_handoffs slip-issuer handoffs
(default 16 of 32). Both join log_signer_bound in the observation policy
row (6x u64be; a 3x row reads with the defaults); all three must be

PR Summary

High Risk
Changes security-critical authority log admission, fold semantics, and sync/import ordering; mis-handling could block legitimate rows or leave gates open on over-budget logs.

Overview
H72 caps authority-fold work and tightens every store door so rows without proper vouching are held instead of stored blindly.

The fold now refuses logs past pinned bounds (counted rows, handoffs, ancestor-pair index work) via FoldBudgetExceeded, treated like a conflicted root so gates fail closed. Per-signer storage uses policy authority_log_signer_bound (default 2048): non–slip-issuer keys wait with AuthorityLogFull past the bound, with exceptions for first live revocations and owner/slip-issuer work (rule 5). Rows with no enrolled/vouching signer get AuthorityLogSignerPending at local and replicated doors.

New log_budget (consent structure, authority_door, checks via Vault::authority_log_checks) and import_order / authority_stage_order stage rows parents-first and by signer sequence so imports, sync, and put_authority_log_entries do not observe rollbacks from caller order. fold_schedule replaces the quadratic pending rescan with a parent-wakeup queue (same semantics).

H71 residual: cosigners below the tier floor no longer count toward quorum/consent; concurrent floor raises re-judge entries via participant_rules_hold.

Observation policy grows three u64 fields (signer bound, fold headroom rows/handoffs) with backward-compatible decode. Extensive tests cover bounds, OAuth slip exemption, and ordering.

…(H72, Bugbot #1449)

The door let a genesis vouch for itself while every stored root was its
key, so the root key's second genesis with a new nonce (a client that
initializes again, or a replayed init) was stored at either door, and the
fold read two vault roots and failed closed. The log's structure now keeps
its verified genesis rows, not their keys: a genesis vouches for itself
only when the log holds none, any other waits typed as an unvouched row
does, and the stored genesis again is resident history. A log with two
genesis rows, even from one key, admits nothing, as the fold reads it.

Check: fold_budget::the_root_keys_second_genesis_waits_and_its_first_again_changes_nothing
(local and replicated doors).

…'s root (Bugbot #1449, Astra r7 F1)

A genesis names its own vault, so the replicated validator already refused
the root key's second genesis as a foreign vault id before the store door
judged it. The check now expects that refusal at the replicated door and
the typed hold at the local door, which stored it before 6c25b54.
Conflicts in sync/bridge/entities.rs and sync/window/forward/entity_pass.rs
were in the ingest imports only: both sides keep their names (this
branch's authority_parent_order and is_authority_row, #1432's note_born
and watches). The bodies merged clean, with both behaviours kept: the held
authority row's retry marker and settlement, and #1432's birth watch
after the commit.

Three files conflicted, all in the authority fold; the rest merged as
text.

- fold_engine.rs: this branch's `judged_entries` (signatures and side
branch checks, shared with `causal_floors_of`) keeps its place, and
#1449's bounded `entry_ancestor_index` follows it: an over-budget log
folds to `over_budget_fold`. `causal_floors_of` gives no cleared floors
for such a log (`.ok()?`), so the fold with no vouch starts, the
stricter path, and the fold it guards refuses the log anyway. #1449's
`fold_schedule` replaces the per-entry loop, which this branch never
  changed.
- authority/mod.rs: #1449's `fold_schedule`, `log_budget` and
`import_order` modules and exports sit beside this branch's
  `anchor_fold`, `machine_claims` and `pinned_root` ones.
- tier_floor.rs: the doc names both rules, #1449's cosigner below a
floor (H71) and this branch's owner anchor rows, which rest on no
roster key. This branch's anchor-row filter keeps its place beside
  #1449's participant re-check.

Two of #1449's reads follow this branch's per-admitter machine chains:
`signer_has_standing` gives a machine's install key standing when any of
its chains names it (`FoldedMachine::names_key`), and fold_budget.rs reads
a machine's roster chain head and mine-by-roster through the tests'
`RosterHead`, as the P2 port's tests do.

Nothing this branch adds builds an `AuthorityObservationPolicy`, matches
on `AuthorityLogFull`'s retry class, or imports more rows per signer
than #1449's bound.

…6, H145 H172 H233 H311 H385 H391 H394) (#1470)

Security pack 2, F16 (H145 H172 H233 H311 H385 H391 H394): narrowed readers received out-of-scope data through unscoped resolution. Every ref a narrowed reader's request resolves now resolves under that reader's own `ScopedRead` (credential read key, relationship grants, locality). Denial reads as absence: same status, body, labels, ids and counts as a missing row.

- **H145:** context-pack interlocutors, rooms and the principal resolve under the reader's read in one snapshot (`resolve_interlocutors_under`, `room_audience_members_under`, `ScopedRead::is_ref_readable`). Membership never widens a credential. Voice rosters resolve only for the owner's own unnarrowed read.
- **H233:** the pack's psych-profile section checks reader and disclosure admission and reads the profile in one transaction.
- **H311 / H385:** the board delivers only notifications, and names only packs, whose rows the reader reads.
- **H172:** a narrowed submitter's surface events to an identity it cannot read get the same `unknown_receiving_identity` receipt as an unknown address. Status reads are scoped the same way. Contract change: `POST /v1/core/surface-events` now needs `core:read` as well as `core:write`.
- **H391 / H394:** question keys bind the principal's relationship grants; the standing frontier and backfill persist the authorization clock before their snapshot.
- **Board:** `session.counts` is `{}` and `last_activity` is `null` for every key (a count counts only rows the reading key reads, and no key reads every row). Own-change and lifecycle riders admit each row under the caller's status-blind record lane. A keyed success replays only while the caller still reads every row it named; otherwise 409 `board_document_unreadable` / `idempotent_replay_unreadable`.
- Follow-ups (in the PR body): the 128 notification limit applies before admission; MCP page continuations re-judge nothing under the current read; legacy discovery still counts the whole vault for the owner; room-party classification reads contact links unscoped (needs a ruling); graph_ask's in-transaction reads do not persist the grant clock.

Gate GREEN on 1aeed7d (gce, 24G, NEXTEST_TEST_THREADS=8): fmt, generated, clippy x3 with strict rustdoc, shipped bin; test (run_scoped full) with broker 13/13; sync lane 7,279; featureless 6,172 plus 19 and 31 libtest. The head is a signed merge of main through #1455. Main since (#1444, #1474, #1449) shares no file with this PR; merge-tree is clean, and no changed function or struct is used there. Reviews: six rounds of Sol xhigh plus Astra max, every P1/P2 fixed or ruled; round 6 confirmed round 5's fixes. Bugbot's one finding (a pre-upgrade cached ack replays unchecked within its 24 h TTL) ruled a LOW residual; CodeRabbit pass; 0 unresolved threads.

…, H326) (#1441)

Security pack 1, lane sec-custody: C1 (high) and H326. A same-vault sync peer could replay a SECRET_CUSTODY body (type 68) under an existing id and rewrite its value, widen its bindings, roll its generation back or bring a revoked record back. Secret custody is now sealed from every replicated and sync door, whatever its class or portable dial (Phase 0, by Engine ruling).

- The replicated put door refuses type 68 (`reject_secret_custody_byte`, the one rejection constructor). The selector, its authorize pass, window egress and reverse rematerialization drop every custody carrier; the `custody_sync_allowed` dial and replicated name-index planning are gone.
- A replayed tombstone never erases or truncates a custody row; sync quarantines it as a remote rejection and goes on.
- Window update admission refuses a custody carrier in the `entities` plane before import, persistence or relay: the latest state, every retained op, and any root state a snapshot carries. Snapshot state tables must be canonical (validated blocks, strictly increasing canonical keys), and the root is read from the incoming bytes as Loro loads it, so no spliced section, retained op or overlong key alias can hide a carrier. Home promotion snapshots pass the same admission.
- Local register, rotate and revoke are unchanged.
- Follow-ups (PR body and ENGINE-FOLLOWUPS): Phase 1 re-opens portable custody only for owner-signed transitions, after #1422; authenticated checkpoint images; the residence cache trusting its home; strict per-plane schema admission; a decoded-size budget and panic-safe reads for peer snapshots (pre-existing on main); pre-seal residue in dev vaults.

Gate GREEN on cd710f7 (gce-2, 24G, NEXTEST_TEST_THREADS=8): fmt, generated, clippy x3 with strict rustdoc, shipped bin; test green (doctests 13); sync lane 7,274; featureless 6,165 plus libtest 6,098. Compile check on the same head: workspace check all targets and features, clippy, custody, sync and deletion tests 588/588. Main since the head (#1444, #1474, #1449, #1470): only #1449 shares files (put_apply/apply/mod.rs and sync/window/tests.rs, in separate hunks); merge-tree is clean, and no function either side changed is called by the other. Reviews: nine rounds of Sol xhigh with Wonder or Astra max, every P1/P2 fixed or graded; round 9 clean. Bugbot pass; CodeRabbit rate limited; 0 unresolved threads.

…s writer lease (C8 residual) (#1475)

Security pack 1, lane sec-server: the C8 residual from #1457's inventory. A refused restore kept the copy it had made: after `MadeDestination::make`, every error return in `Vault::restore_image` left the directory in place, including a copy whose receipts had just failed verification, and an empty vault that made a retry fail with EEXIST.

- `MadeDestination` holds the directory it made (opened), its identity and path, and the copy's `VaultWriterLease`, taken through the made directory's own descriptor (`acquire_held`, `openat` with `O_NOFOLLOW`) as the directory is made and kept until the restore commits. `restore_image` checks the open config before it makes anything.
- Both opens of the copy go through `Vault::open_under_lease`, so no other owner opens it between them. A restore keeps its copy only when it commits (`MadeDestination::keep` hands the lease to the returned vault).
- Dropped unkept, after the copy's vault has closed, the guard removes the directory it made, only under its own lease, unlinking the writer lock last. A directory moved in under the name, or a copy another owner leased first, is left as it is. Bindings drop the copy, then the custody, then the directory, on refusal and on unwind. `discard_restored_copy` is gone.
- Every lease checks its lock file after the flock: the lock name must still hold the very file locked (no-follow statat, same device and inode), or the lease is refused with `ConcurrentWrite`. The PID line is written only into a regular, single-link lock file. Every refusal after the flock unlocks before it closes, so a forked child never keeps the lock.
- `VaultWriterLease::acquire` is `acquire_held` on the vault root's descriptor: a symbolic link at the lock's name is refused with a named cause ("the vault's writer lock oneiron.writer.lock is a symbolic link; remove it"), named only when a no-follow stat finds a link there.

Gate GREEN on fdd5749 (sel, 15.5G, 8 threads, NEXTEST_TEST_THREADS=4): fmt, generated, clippy x3 with strict rustdoc, shipped bin; test 9,159 plus 13; sync lane 7,288; featureless 6,180 plus 15/19/31 libtest. Main since the head (#1474, #1449, #1470, #1441, #1473) shares only vault/open/mod.rs (one backfill line from #1473); merge-tree is clean and no changed function is called across. Reviews: seven rounds of Sol xhigh plus Astra max; round 7 clean from both. Bugbot pass; CodeRabbit pass; 0 unresolved threads.

… OF-520's question; the shipped row goes to 2,000 a minute (rule 5) (#1477)

Security pack 1, lane sec-server, rule 5: consult fan-out's create cap. `mint_fanout_in` refused a fan-out once an actor's count in the `create_rate` window reached the limit (shipped 10 per 60 s), and an owner-approved plan's resume ran through the same door.

- `mint_fanout_in` counts each request once, inside the mint's own write transaction, on the engine's OF-520 own-rate door (`own_rate::count_in_txn`, new `OwnRateKind::ConsultFanout`). The first request past `create_rate` in a window leaves one `OwnRateCheck` (`own_rate_burst`) per actor and kind; every request lands. A paused or refused plan, or a rolled-back mint, counts nothing.
- **The shipped `create_rate` row goes from 10 to 2,000 per 60 s** (`gate/default_manifest.rs`): ten times a fleet of 200 agents each sending one fan-out a minute. A vault whose stored manifest still holds 10 gets the question at the eleventh request in a minute, never a refusal.
- The fan-out window is kept apart from H328's generic create window. The count reads the vault's own row whatever scope the request runs in (one window and one bound per actor), and stamps `dispatched_at` at the engine's clock read inside its own transaction.
- Removed with the refusal: `consume_create_rate_slot`, `ResolvedFanoutPolicy.quota_trace`, `FanoutPolicyTrace`, `VAULT_ROW_REF`, `ConsultFanOutScope::level_name`.
- Residuals: an owner edit of the row's duration starts a fresh window; a scoped row's `create_rate` no longer moves the question. The PR body lists the census's 67 R-class rows with file:line.

…eted fact's task first (F24 R8-1, R8-2) (#1472)

Security pack 2, lane sec2-forged-authority, F24 round 8 (the Engine ruled that Astra r8's two P2s ship as the PR right after #1450). In two removal paths, a deleted fact's carrier left the window without its task being marked first.

- **R8-1: a capture built without sync.** `capture_canonical_window` exists in every build, but its mark of an unadmitted, deleted authority fact (`mark_deleted_carriers_first`) and that mark's writer were `#[cfg(feature = "sync")]`. A featureless capture left the carrier out and published the task without the fact or the task's refusal, so a later recovery left the task open. The writer now lives outside the sync gate as `task_authority::mark_removed_carriers` (one write transaction, committed on return). `sync::window::mark_removed_carriers_first` calls it, and canonical capture marks in every build.
- **R8-2: the local-claim scrub was a seventh removal path that skipped the mark.** `scrub_local_claim_carriers` picks ids by the stored row, so a soft-deleted CLAIM's shell is held back and every carrier at that id is deleted, including a peer's TASK authority fact this vault never admitted. In its inventory read, the scrub now collects each carrier at a withheld id whose stored row is deletion-marked (`deletion::row_deletion_marked`). It marks them as `CarrierRemoval::LocalClaimScrub` before any document edit. Every caller (persist, export, reverse mirror, pending-mirror replay) goes through this one function.
- The removal-path table check `every_carrier_removal_marks_its_task_before_it_touches_the_doc` gains the seventh row: with a failure armed after the mark, the scrub fails with the carrier still in place and the task reading as a refusal.

Gate GREEN on 1bbe238 (gce, 24G, 8 threads, NEXTEST_TEST_THREADS=8): fmt, generated, clippy, shipped bin; test 9,144 plus slow 13; sync lane 7,273; featureless 6,165. …store gate, and a pin never needs its root stored first (Astra #1422e F1; Engine rulings 10-15, contract r23)

Recognising self-signed roots let any peer add signers without end: each
fresh anchor stored up to a bound of its own, so a flood could push the
fold past #1449's budget, which fails it closed and suspends every owner
verb. The consent structure moves to authority/log_structure.rs and now
reads this install's own anchors from the pin singleton: the pin's and the
earlier admitter's. Every other anchor is a stranger. Its root records,
its lone-signed marks, and the settings edits and key records of install
keys only such marks name count toward one shared
authority_log_signer_bound row. They land while the count is under it and
wait past it with Retry. The first crossing raises the typed OF-520 check
authority_log_unpinned_roots. A carried re-pin with no flood stores its
marks as a stranger's and pins once, as before.

The seed doors (activate_owner_root, restore_world_keys, own-request
anchor_machine) write the pin before they store the root and its marks.
pin_owner_root on a root the log does not hold yet records it as awaited in
the pin singleton (a V2 row): the pin stays, nothing is wrapped, and the
gate takes that root's own row and its anchor's marks on the next drain.
Awaiting never changes the fold's trust or what counts. The door also
leaves the root awaited when this machine is not mine under it after the
pin, its marks held. OwnerRootView.awaiting (AwaitedRoot { root, arrived })
is the owner item, RepinReport.awaiting names it, and pinning again
finishes.

Checks: world_root_flood (a flood of strangers' rows never fails the fold;
a root held behind a flood pins in two steps; a carried re-pin whose marks
wait finishes on the second pin). world_kit_gate's fresh install now awaits
an unstored fingerprint, still minting no identity.
