When this release candidate is installed or checked in CI, the package reports version 0.23.0 while
tests/fixtures/released_api_contract.jsonstill declaresv0.22.3. Consequently,test_released_api_contract_fixture_matches_installed_versionandmake check-released-api-contract VERSION=0.23.0reject the candidate; bypassing those checks would also leave the new public API surface absent from the frozen 0.23.0 compatibility baseline.
