Recovered branch from Sept 9 (never opened as a PR): GitHub CI provenance verification for SafePush admission — verifies workflow-run provenance before a push is admitted. 15 files, +3009 lines incl. tests. Sitting on top of current main with no conflicts; full review before merge is planned as part of the quality program.
