One roadmap per repository (supersedes the internal plan generations). Defines the purpose in eight verifiable dimensions (P1–P8), five eras from the current foundation work to the unkillable network, stage invariants, stewardship decisions, and honest limits. The source-safety readiness gate flags unqualified production-ready and general-availability claims. Reworded to production-grade equivalents across QUALITY.md, ROADMAP.md, README.md, roadmap/CURRENT_STATE.md, docs, and contracts so the full-tree scan is clean.
