Input on what it takes to have root protocol TPC with multi user plugin?

Currently the multi-user plugin works for https/davs Third Party Copy (TPC). Need some input on making multi user plugin to work for root protocol TPC.

We currently have one transfer path (DISK <-> TAPE) where TAPE only supports root protocol TPC. And thus this contraint is making it hard to move to multi-user which we we will like to have.

Any insights on the dev path we can take will help ? and we are willing to follow through on the idea.
