What changed in this PR
Updates NNCF’s GPU validation to CUDA 13.2.1, aligning CI with the stated PyTorch default and updated host drivers.
Changes:
- Upgrades the CUDA toolkit installer in installation, examples, and precommit workflows.
- Removes CUDA 12.6-specific PyTorch package-index overrides.
- Updates installation documentation to report CUDA 13.2.
