Why

Pull requests to osac are being merged without a person approving them, for example osac#1977 and osac#2036 (docs only, approved by coderabbitai[bot], merged by the author). Of the last 80 merged pull requests, 23 had no approval from a person other than the author.

Two causes: (1) the review rule asks for one approving review and CodeRabbit's approval counts (the app has write access), and CODEOWNERS has no line for paths such as docs/, so no code owner is required there; (2) the ci-duty, managers and org-admin bypass, which is kept as it is.

This pull request is the prerequisite of the fix for (1): one team, maintainers, that a CODEOWNERS default rule can name (* @osac-project/maintainers, in a follow-up pull request to osac, which needs wg-infra). A bot is in no team, so it can no longer satisfy a path nobody owns.

What

  • maintainers (closed) is created and is the parent of every team flagged maintainer in teams.csv. The flag is true for the 16 working-group teams only (wg-architecture, wg-bmaas, wg-caas, wg-connectivity, wg-core, wg-e2e, wg-enclave, wg-infra, wg-leads, wg-maas, wg-metering, wg-qe, wg-soln-eng, wg-storage, wg-ui, wg-vmaas): 83 people. contributors, managers, architects, ci-duty, org-admins and the secret working groups are not nested. That leaves out the bot accounts in contributors (openshift-ci-robot, openshift-merge-robot, osac-dev-bot) and two members of managers who are in no wg team (chenyosef, romfreiman); they can still approve where their own team owns a path.
  • GitHub counts the members of a child team as members of its parent, so maintainers is everyone in those teams, with no membership file to keep in step.
  • maintainers gets push on osac only. Child teams inherit their parent's access, but they have push there already, so no team gains access.
  • README.md says how to make a team a maintainer team.

Checked

  • tofu fmt -check clean and tofu init -backend=false plus tofu validate succeed (OpenTofu 1.10 in a container); the warnings are the ones already on main.
  • Not run: tofu plan (needs the org credentials). Please read the plan that the apply workflow shows before approving: expected are one new team, parent_team_id set on 16 teams, and one new team-repository access (maintainers, push, on osac).

Notes for review

  • Merging applies the change to the organization (apply.yaml).
  • Members of the secret teams or ci-duty only are not in maintainers; that is intended (a secret team cannot own files).
  • Review requests: GitHub asks every code-owner team for a review, so maintainers (about a hundred people) can be notified. Set its code review assignment to round robin, notify one or two members, once it exists (a team setting, not in this configuration).
  • Rollback: set maintainer back to false for the teams (or revert), and the parent is removed; nothing else changes.

Next

After the apply, a pull request to osac adds * @osac-project/maintainers to CODEOWNERS (first rule, so every later rule still wins). It is tried on a docs-only pull request approved by CodeRabbit only, which should then stay blocked.

Summary

  • Team structure and access: Adds a closed maintainers team as the parent of the 16 working-group teams explicitly marked maintainer in teams.csv. The parent team receives push access to osac. The proposal reports no increase in access because the child teams already have push access.
  • CODEOWNERS: Establishes maintainers for a planned default CODEOWNERS rule. That rule is not part of this change, so the new ownership behavior is not active yet.
  • Documentation: Updates team-creation guidance to explain how to designate a maintainer team.
  • Other areas: No API, database, controller, CI, or test changes are described.

Compatibility: The change affects GitHub team hierarchy and repository permissions. It does not describe an application API or data compatibility change.

Validation: The author reports that tofu fmt -check, tofu init -backend=false, and tofu validate succeeded with OpenTofu 1.10. The author did not run tofu plan because it requires organization credentials.

Risk classification

The applied risk label and its criteria are unavailable: no labeling instructions or applied label were supplied. The available context is not enough to determine whether this change is near a different classification.

A pull request to osac was merged on CodeRabbit's approval alone: the
review rule asks for one approval, the bot has write access, and no
CODEOWNERS line named the paths it touched. One owner, maintainers, is
the way to say a person of any working group has to approve.

maintainers is the parent of every team flagged maintainer in teams.csv
(the teams that already have write access), so its members are theirs,
and it gets push on osac. No team gains access it did not have.

Walkthrough

The configuration adds a closed maintainers team, assigns teams marked as maintainers beneath it, and includes the parent team in OSAC contributor access. The README documents the maintainer setting, its requirements, and related CODEOWNERS details.

contributors, managers and architects are not nested: maintainers is
the working-group (wg-*) teams, 16 teams and 83 people. That also
leaves out the bot accounts that are in contributors.

- Line 31: Update the README description of @osac-project/maintainers and the
osac CODEOWNERS rule to present the rule as a planned future change, not active
protection; clarify that unowned paths remain approvable by bots until the
follow-up adds the rule.
- Line 31: Update the README guidance so visible (`closed`) teams join
`maintainers` only when explicitly authorized for both contributor push access
to `osac` and `osac` CODEOWNERS approvals; do not infer maintainer eligibility
from generic repository write access. Preserve the existing explanation of
CODEOWNERS ownership and approval eligibility.
- Line 23: Update the new-team row format in the README to include maintainer as
the fifth column, and document its supported values consistently with the
configuration schema so the row matches the five-column CSV.

The new-team row has five columns (contributor and maintainer), a
team joins maintainers only when explicitly authorized, and the
CODEOWNERS rule that uses the team is a follow-up, not yet active.
