Adapts to the commission and early networking API changes since the old pin (bgp src_addr, allow_ddm_traffic, unnumbered router peer type, zeroizing key). This omicron detects softnpu scrimlets at runtime, so image create no longer warns without --sled-agent; the flag stays as an override for trying a sled-agent build.

* Set new `voxel launch` defaults for RSS There was a major gap in the last modification of RSS config, as wicketd commission API RSS setup was only accessible when using sp-emu. This change rectifies that and makes the following options: 1. Without --emu, use the wicket setup with commission API, but no SPs/RoTs (use spsim) 2. Without --emu and with --init-rss, use the current sled-agent self initialized setup 3. With --emu, use sp-emu for the SP and RoT + wicketd RSS * Refuse tuf without --emu, clear stale wicket-setup A --from-tuf image doesn't include sp-sim and can't reach the commission API. It will now bail up front. Also, --init-rss launches remove wicket-setup/rackN copies from previous launches.
