Fix ignored apps swallowing clicks and replay Cmd-clicks without drag - #189

- Check ignored-apps list before cancelling mouse events so Photoshop/Pixelmator receive Cmd-click - Hold Cmd-click and start move only past 4pt drag threshold, replay click otherwise - Applies to single-button and both-buttons shortcuts, mouse-only chord stands down while a keyboard shortcut is active
