Perform a runtime upgrade to disable extrinsics and change source of collator reward payout

## Context
This ticket is for performing a runtime upgrade which will disable the extrinsics to transfer DOT to Polkadot relay chain and other task is stop minting PEN collator rewards and instead pay them out via treasury

## Todo
* Disable transfer DOT to Polkadot DOT chain extrinsics
* Stop minting new PEN tokens for collators and pay them out via treasury
