Commit 00d7f72f4442ad94e270f427790d4ff72d0c6aaa contains no Signed-off-by: trailer, so the non-merge commit is rejected by the mandatory check in .github/workflows/dco.yml:27-38. The earlier review comment concerned a different commit; the fresh evidence is that this replacement release commit itself remains unsigned. Recreate or squash it with a valid sign-off before merging.

Reason
The Evidence declared-unresolved source contract merged after v0.20.0. Solmara authority cells need that exact source-neutral Relay V2 unresolved-consultation behavior, so this patch releases the prerequisite without changing Relay or Mint behavior.
