This pull request introduces a new, unified development environment for the ROR API using a custom Docker image and related scripts. It also modularizes and refactors the matching logic for better maintainability, adds Ruff for Python linting, and improves configuration and test coverage.
These changes together improve local development consistency, code quality, and maintainability, while also tightening configuration and test coverage.
