This pull request brings the Elasticsearch indexing resilience work from dev to staging. Bulk indexing now retries transient cluster errors, and setup keeps a backup of the live index so a failed dump can roll back. Shared helpers remove the duplicated index-building and backup loop from the index commands, and a failed load clears a partial index instead of leaving it in place.

These changes together make reindexing safer to retry and easier to keep consistent between the two indexing commands.
