This pull request promotes the Elasticsearch indexing resilience work already on staging. Bulk indexing retries transient cluster errors with backoff, and setup keeps a backup of the live index so a failed dump load can roll back. Shared index helpers remove the duplicated document-building and backup loop from the two indexing commands, and a failed load clears a partial index instead of leaving it in place.
These changes together make reindexing safer to retry and keep the two indexing commands consistent.
