Add a ClientRegistrationThrottle (AnonRateThrottle subclass with a class-level rate) on ClientRegistrationView so settings.py stays unchanged. Cover the wiring and 429-after-five-requests path with a unit test that never sends email. This pull request brings the next batch of quick wins from dev to staging. Anonymous client registration is throttled at 5 requests per hour. Unused GRID conversion commands, the LaunchDarkly call site, and other dead code are removed, along with the Django contrib apps and middleware the API does not use. It also makes v2 search case- and accent-insensitive by normalizing keyword fields at index time and folding accents in the name analyzers.
These changes together tighten the registration endpoint, remove code that is no longer part of the running service, and improve v2 search matching.
