Add a ClientRegistrationThrottle (AnonRateThrottle subclass with a class-level rate) on ClientRegistrationView so settings.py stays unchanged. Cover the wiring and 429-after-five-requests path with a unit test that never sends email. This pull request promotes everything currently on staging to production. Anonymous client registration is limited to 5 requests per hour. Unused GRID conversion commands, the LaunchDarkly call site, and Django apps the API does not use (admin, sessions, and related middleware) are removed. v2 search is case- and accent-insensitive, and advanced search quotes external IDs that contain spaces, such as ISNI. Old v1 FundRef field paths return a clearer error. Application print statements now go through the logging system. GitHub Actions used for Docker builds, Python setup, and pushing commits are updated to current major versions.
These changes together tighten the registration endpoint, remove unused code, improve v2 search matching, and bring the workflow actions up to date.
