Upgrade local logging and diagnostics for 0.35

Summary

• add bounded typed privacy-projected journals for development and production
• add renderer crash recovery, support export/delete, and explicit local-only Crashpad consent
• add categorical iOS and Android diagnostics plus CI and packaged release acceptance
• bump the desktop application version to 0.35.0
