Integrate the reviewed Runtime startup optimization from #19 into production beta without replacing its existing selected-Harness, suspension/wake, process ownership or PR18 E2B behavior. Discovery and authenticated bootstrap overlap and both must succeed before registration; failure cancels and joins the sibling. Inline pairing keeps validation before token consumption and reuses discovery once. Preparation logs add safe trace-correlated stage timings without changing model validation.
Validation: affected CLI/Codex/dispatch race suites, repeated startup and inline-pair tests, Runtime contract target, vet, translations, Linux amd64 compilation and local hygiene checks passed. Fresh independent beta review found zero actionable issues. The beta changelog records no SQL, protocol or native pin changes. Keep beta's existing Runtime builder layout; the main-only workflow correction is excluded.
Release requires a new combined Runtime template, qualification and immutable-template activation plus Core/Web rollout from the integrated beta commit. Existing sandboxes retain their Runtime. Preserve the prior template and Core/Web SHA for rollback. No production latency improvement is claimed; real cold/warm verification follows activation. Related main PR: #19.
