Current documentation still described bound-owner if results and most owned-field replacements as rejected, and the Web examples used a nonexistent web.Ctx path. Synchronize these descriptions with shipped behavior across the specification, design notes, settled decisions and English/Japanese library designs. Keep the historical review record explicitly historical.

Make the module and Web examples self-contained, use pkg.web.types.Ctx, and update the delivered HTTP/storage/streaming status and obsolete borrowed-parameter rationale. This changes documentation only; no compiler or language behavior changes.

Validation:

• Ten extracted examples/probes pass whole-program checking, per-unit checking and MIR generation (30 checks); three English/Japanese example pairs agree.
• Both repaired module examples run successfully, including typed JSON decoding in an arena.
• apps_web_multipart::the_documented_handler_example_compiles_against_the_real_pkg_web passes against the actual design document and package sources.
• git diff --check passes; independent preflight inspection covers the complete diff.
