Prepare Align v0.12.0 with the completed K1 call-boundary repair, selected HTTP and memory-view capabilities, R37/R80 compiler fixes, settled R132/R142 restrictions, and synchronized documentation.
Update all 15 workspace package versions and matching lock records, add the release notes, and advance the handoff's release baseline. External dependency records are unchanged.
Validation:
scripts/cargo.sh build --locked --release --workspace.The initial direct main push was rejected by branch protection while the version tag was accepted. Its release workflow was cancelled before publication, and the premature tag was removed. Recreate the release tag from main only after this PR is merged.
