It might be better to close this and update to v10.1.0 (https://github.com/scipopt/scip/releases/tag/v10.1.0). I am not sure whether we should keep the failing CI, it seems platform-specific? |

This PR updates to SCIP v10.0.3.
I updated the code so we can reuse the Linux-bundled bindings for docs.rs instead of maintaining a second generated snapshot that can drift (which I believe wasn't up to date in v10.0.2).
